- This was as I understand it, an event open to the public, and Rowland had no expectations of privacy. What you state is a non-copyright restriction, and the image is tagged with personality rights so Rowland can prevent reusers from commercially reusing his image. - Keep: Unfortunately I believe Columbia staff/students are stuck in the middle between the law and an artist's practice. Legally, there was no expectation of privacy at this event, and whomever at Columbia is associated with the GSAPPstudent account irrevocably freely licensed the images taken at the public event. But Rowland, in the spirit of artists like Stanley Brouwn and Cady Noland, has purposely refused to allow images of themself to circulate. The only known public image of Rowland other than those hosted on Commons is a photocopy of their driver's license photo. I have a feeling that someone connected to Columbia promised Rowland that photos would not be made at the event, but that was not communicated to the photographer or the attendees (it certainly wasn't included on Columbia's page promoting the event). A photographer made and uploaded the photos, Rowland found out, and they are now asking Columbia to delete the images. But because Columbia does not run Commons, they cannot just take back the choice made by the photographer to make and upload the images.
- I really don't pretend to know what the "right" thing to do is here. But as far as I can tell, unless someone can prove that photos were not allowed at the event, these images should not be deleted according to Commons policy. 19h00s (talk) 19:40, 2 October 2024 (UTC)

It shows typical clothing, traffic lights, and even some details of the building on the back. There are over 100 million images on the Commons and if there can be only one that depicts a given feature, we could probably make do with 1% of that or less. - COM:EDUSE dictates what is the project's aims. Which is for realistically useful images, this casuistry that a wave versus a point from a random non-notable individual is educationally value is what is not aligned with the project's scope. When you have dozens of identical images flooding a category for example all it does is make it harder to find images one may be looking for. And the COM:DELETIONPOLICY writes 'Files that add nothing educationally distinct to the collection of images we already hold covering the same subject, especially if they are of poor or mediocre quality.' - Keep there's no part of our policies that say that similar images aren't allowed. There are several different reasons why both of these images are different enough that both could be kept. If they're crowding your category browsing, maybe you should find a different system of finding what you're looking for, but that's certainly not a reason to take it upon us to curate content on that level. If you uploaded this work to Commons and it is indeed your own work, you have released it under an irrevocable free license. Unless you were breaking local laws by making this photograph, I don't see a clear reason to delete it. Per the website for the event this photograph was made at, the event was free and open to the public. Rowland, by agreeing to attend this public event, could not reasonably assume privacy, and their permission is not required to publish this image. The image is used as a thumbnail on one article on English Wikipedia, in which the subject of the photograph features prominently. The source of the image is from a short biography in a paper published by the subject himself and that paper also features prominently in the article. - Thanks for providing this context. Commons does not allow fair use (see Commons:Fair use), so the image will need to be deleted here. The English Wikipedia allows fair use images under a set of narrowly defined exceptions. But I doubt that these would apply to the use of this image in en:Protocol Wars, for example because Commons already has various freely licensed photos at Category:Robert E. Kahn.

- The uploader's use of {{Own}} is at best a half-truth and, more than likely, completely false (in other words, he or she found it somewhere on the web, uploaded it, and is passing it off falsely as his or her own work).

- Keep I'm fairly certain that this or a similar flag was used in protest by some anti-LGBT group or groups. It could easily be used for educational purposes in Wikipedia articles about these groups or anti-LGBT sentiments in general. As for the claim that the flag is "hate speech", that's not a reason to remove it; we have plenty of images that are far more likely to be used to incite hatred, and no one is going to remove them. - It is absolutely not useful for that purpose. This image is based on the war flag of the Empire of Japan, which was abolished in 1947 at the close of WWII. This file is sourced to a National Weather Service website.
Such sites host a mixture of content created by the US federal government (public domain) and content created by businesses and private individuals (a wide variety of free and unfree licenses). We rely on the captions they were published with to tell us where the photo originated.
This particular photo was unattributed at the source,[6] but because it is unlike the images usually taken by NWS staff in the course of their duties and looks more like a public submission, I reached out the to NWS office that published this photo (New Orleans).
They confirmed that it is not an NWS image but contributed by a member of the public, whom they did not name:
"This image was shared to us by a member of the public, and they allowed us to use it for the web page. It's a still image from a video of the tornado they took from their home. "
I have forwarded this response to the VRT (ticket:2024100210010484).
Because we cannot verify that it is (or was ever) available under a free license, we must delete as a precaution unless the precise creator and evidence of permission can be found.

These files are all sourced to a page of a National Weather Service website.
Such sites host a mixture of content created by the US federal government (public domain) and content created by businesses and private individuals (a wide variety of free and unfree licenses). We generally rely on the captions they were published with to tell us where the photo originated.
These images were all published without any attribution,[7] but because they are unlike the images usually taken by NWS staff in the course of their duties, I reached out the to NWS office that published them (La Crosse). They told me:
- they do not know who took these photos and "don't have easy access to documentation of where/who the images are from"
- other images on that page appear to be a mixture of NWS photos and some that "appear to be acquired from other parties/resources: Chamber of Commerce, Partner Groups, Internet Sources"
I have forwarded this response to the VRT (ticket:2024100210010528).
Because we cannot verify that they are (or were ever) available under a free license, we must delete as a precaution unless the precise creator and evidence of permission can be found. If the NWS has lost track of their ownership and they are truly orphan images, they will enter the public domain 120 years after they were taken, probably somewhere around 2120.

Well, this image isn't the F5 Hudsonville tornado, it's the F4 Saugatuck tornado, and it isn't forming, it's dissipating, but that's all beside the point!
The uploader sourced this image from a National Weather Service history page. The photo was taken by Jarvin Kleiman, a resident of the area at the time, and provided to an NWS researcher by a member of the local historical society. Mr Kleiman passed away in 2002.[8]
Correspondence with the NWS researcher confirms:
- they have independent evidence confirming that Mr Kleiman took the photo from his home (meaning that it is not the work of the NWS or another US government agency)
- they are not specifically aware of any prior publication of this photo.
I have forwarded this conversation to the VRT (ticket:2024100210010644)
He did think that it might have appeared in newspapers of the time. However, searches of local newspapers on newspapers.com and newspaperarchive.com failed to turn up this specific image. I focused on The Grand Rapids Press, the Holland (Evening) Sentinel and The Holland City News for the weeks following the event, plus the 10-, 20-, 25-, and 30-year anniversaries of the disaster.
The Grand Rapids Press did run another photo by Mr Kleiman, taken within moments of this one, and I have uploaded it with the correct description here: File:Dissipation of the F4 Saugatuck, Michigan tornado 1956.jpg. It is definitely free of copyright and can be used in place of this image if we delete it.
As a photo taken in the United States prior to 1989, its copyright status rests on whether, when, and in what context it was first published.
In this particular case, there is no known publication before 2006, when the NWS published a series of articles to commemorate the 50th anniversary of the disaster.[9]
There is no evidence that Mr Kleiman ever released this image into the public domain, and there is no way to ask him now.
Therefore, per COM:ONUS unless anyone can provide evidence that:
- this particular image was published prior to 1989 without following copyright formalities (like the other one from this series was) OR
- Mr Kleiman ever released this into the public domain or under a free license OR
- his estate or heirs ever released this into the public domain or under a free license or would be willing to do so now
this image is presumably protected by copyright that will not expire until 2073, 70 years after Mr Kleiman's death, and we cannot host it on the Commons.

Commons:License laundering. None of these files are works created by the sources mentioned. Iranian news agencies such as Tasnim, Mehr and Fars have a conventional way of publishing their own photographs (mentioning the photographer's name and using a watermark). While lack of these do not necessarily mean that the photos are not freely-licensed, lack any further indication that these works are owned by those sources and the fact that many of these photographs are found elsewhere on the internet or obviously seem like screenshots, means that we'd better delete them.
