There is no commercial freedom of panorama in Taiwan for non-architecture; see also this discussion for Taiwan Intellectual Property Office's change of opinion (December 2022), reverting back to the original, restrictive perspective by Wikimedia Commons before 2018.

I doubt it is de minimis because the sculpture is intentionally included as an essential theme of this photoshoot. If the statue is removed, the photo becomes a personal photo of Taiwanese Wikipedians that may be out of scope. There is no commercial freedom of panorama for non-architectural artworks in Taiwan. See Commons:Village pump/Copyright/Archive/2023/01#FOP Taiwan for the recent discussion in which TIPO reverted their stance to pre-2018 stance that is quite restrictive for public art. The stamps feature paintings by various painters (all four already deceased), but also graphical artwork by Glinski. Commons consensus achieved after a court decision several years ago is that unlike previously claimed, German stamps are not official works and therefore protected by copyright. So the files should be deleted. They can be restored 70 years after Glinski's death.

- OK. This image indeed contains the written text "All Rights Reserved" (in Italian), so I agree about deleting it. I was not aware that a public panorama can be subject to copyright. - As this is a discussion-page, you are free to complain ;-) . I hadn't even seen the ARR-note, which you mention. So, this was not relevant for me and it would not have been necessary to assume existing copyright. In countries with no usable freedom-of-panorama exception, such as Italy, France and some others, the relevant questions whether photos of such kind of board are o.k. to upload to Commons, are 1) is the content above threshold of originality, and, if yes, 2) might the content be old enough to be in the public domain (70 years pma) already. The latter is usually not the case and anyway requires to identify the author.
- In the case at hand, I mainly looked at the map on the board and found it rather creatively designed, which was enough for me to assume copyrightability. I didn't even look at the text-portions. If there would have been only text on the board, it depends on its originality and a bit on the amount. --Túrelio (talk) 15:25, 22 January 2023 (UTC)
- I did research a bit, and it looks like that the freedom-of-panorama is not relevant. This link https://commons.wikimedia.org/wiki/Commons:Copyright_rules_by_subject_matter#Noticeboards_and_signs says explicitly that for "Noticeboards and signs" .. "Freedom of Panorama does not extend to permitting photographs of 2D artworks or extended textual matter".
- Potentially, it looks like that the whole Category:Information_boards is questionable. So, it's still a bit unclear to me what is allowed or not. But for sure, anything that has a copyright string or statement, like the image in question, should be removed, as the author clearly states his intention to enforce copyright.

- Keep the historical postcards that came from the French archive. If the archive revokes their license, then we should delete. Historically we sided with government institution's lawyers and their assessment of the copyright status of works they release. If they revoke their license, then we should delete. - Keep For the first image, the work is a photograph. This is not a 3D reproduction. Moreover, the author of the photo is not Francis Renaud and it's a reproduction of a commercial document intended for wide and free distribution. - Bonjour Pymouss, ok bien compris, donc pour le fichier File:Trévé monument aux morts en 2021.jpg, du fait que l'intérêt de cette image est la liste des noms sur le monument au mort et non pas la sculpture de Francis Renaud, je l'ai remplacé par le même cliché mais en ayant caché la sculpture, avec un rectangle gris, ce qui permet de conserver cette photo en ne supprimant que le fichier original qui n'apparaît plus sur l'article utilisant cette photo. [edit]As a follow-up to Commons:Deletion requests/File:FDC 1985 GDR Charite pm B002a.jpg: These German stamps are the work of Karl-Heinz Bobbe, born in 1927 and apparently alive. Commons consensus achieved after a court decision several years ago is that unlike previously claimed, German stamps are not official works and therefore protected by copyright. So the files should be deleted. They can be restored 70 years after Bobbe's death.

These two files show 2020 stamps by some private German mail company. They are protected by copyright and should be deleted. It's not even clear who took the photographs, and the photographer(s) as well as stamp creator(s) are most probably still alive, so any restoration of the files could be only after 120 years with PD-old-assumed.

- Yes, when they are the silver gelatin prints and obviously published at the time. If this was an unpublished negative, and we can't show publication, we tend to delete them since they would be under copyright in both the US and UK in that case. Bassano sometimes took multiple negatives, and only published one of them, but negatives were still in the collection when they went to the NPG. In this case, they seem to have three negatives. That is not a free license. With a free license you can publish a copy of the photo with the caption "This man is a crook". - General comment
Who the original author is do not matter. What is important is to know who the copyright holder is. There could be more than one copyright holder as the original author might have given the rights to more than one person. Therefore, about the images published by Tasnim or Mehr news agencies in the photo section of their site:
- Keep if Tasnim / Mehr is credited (even if also published elswhere with another watermark)
- Keep if the photographer is credited (even if also published elswhere with another watermark)
- Delete if another agency is credited
- undelete images that didn't need to be deleted
For images credit "received", I am not sure about who is the right holder. Maybe we can keep the ones only published by one agency and delete those that were also published by non-free agencies.

At the footer of the mentioned yjc.ir website it says: کلیه حقوق این سایت متعلق به باشگاه خبرنگاران جوان بوده و استفاده از مطالب آن با ذکر منبع بلامانع است., (English: "All the rights of this site belong to the Young Journalists Club, and the use of its contents is unrestricted as long as the source is mentioned.") - @Jialxv: Your collage is a derivative work of the old pictures, so it is only allowed if all the old pictures are in the public domain (see rules for Spain). The file is an image uploaded by TMLN123, in which the uploader specified neither the source, author and license template when the file was uploaded (see the originally uploaded version, the author and source information was due to later addition of structural data).
Afterwards, Air Astana 1388 edited the file by claiming that the file is taken by TMLN123 and licensed under {{Cc-by-sa-4.0}} (at [4] and [5]), apparently in good faith but without the consent of the uploader.
While I have asked TMLN123 whether he took the image and license it under such license, and Air Astana 1388 on whether the edits were authorized by TMLN123 (see here and here respectively), both of them have yet answered to these questions. - Sorry that the author ist unknown, but the person is without doubt Karl Schrage. The photo was probably taken in the end of the fifties or in the sixties, my mother kept it as her favourite teacher's favourite photo. As mentioned in the referenced discussion: Article 83 of the law cited in the template reads Signs that are included in any of the following prohibitions may not be registered as trademarks. So the cited article is about trademark registration, not copyright.The copyright law for Honduras is Copyright and Related Rights Law (Approved by Decree No. 4-99-E, and as Amended by Decree No. 16-2006). Limitations to copyright ("Limitaciones y Excepciones al Derecho de Autor") are in Title IV, and I can find no mention of "symbols" there. In fact, the law makes no mention of coats of arms (escudos) at all that I can tell.In other words, {{PD-Coa-Honduras}} appears to be nonsense and should be deleted.This currently affects 39 files, most or all of which were uploaded by COAmaker17. These will have to be reviewed to see if there are other paths to compatible licensing (e.g. the original designs may be so old the copyright has expired, or the owner may have released it under a compatible license). They are not subject to copyright protection, among others: g) Reproductions or imitations, without authorization, of coats of arms, flags or emblems of any country, state, municipality or administrative political division equivalent, nor the denominations, rules, symbols, initials or emblems of governmental, non-governmental or any international organizations another officially recognized organization, as well as the verbal designation of the themselves. However, the actual PDF linked appears to be a draft rather than a final (adopted) version, and it is undated and has not been assigned a document number. It is also hosted on the website of the Chamber of Commerce, i.e. a business association rather than a governmental agency. The document itself is also very strange. It appears to be in the form of an executive order regulating the implementation of the previously cited copyright law. But it then goes on to essentially create a whole new law without citing the parts of the original law that authorises such changes. It is not clear to me that the executive has the authority to override the legislative in this way.However, the most immediate problem is that this document does not appear to be available on WIPO Lex, or a Honduran government website, and that its legal status is not clear. I think we need to find an official copy of this document (whatever was published, if it was published, in the Honduran Gazette or similar). On that basis we can try to figure out whether there's an actual CoA exception in Honduras. - @Xover I found a great similarity with the Venezuelan template, basically it uses the homologous law of the Honduran one, which is the Industrial Property Law and if the Honduran one is incorrect, Venezuela one is also incorrect (although it has been in force since 2011) here is a comparison of both laws Industrial Property found in the Template:PD-VenezuelaGov and on Honduras one:
- Honduras: Artículo 83: No podrán ser registrados como marcas, los signos que estén comprendidos en alguna de las prohibiciones siguientes, cuando: Incluyan una reproducción o imitación total o parcial, de un escudo, bandera u otro emblema, sigla, denominación o abreviación de denominación de cualquier Estado u organización internacional, sin autorización del Estado o de la organización internacional de que se trate.

Also Venezuela PD is of 60 years so likely a lot of coat of arms would be deleted of Spanish Wikipedia and would be only in english wikipedia as Fair Use For example Caracas coat of arms that is from 2022. Also I found several Korean flags and shields that for some reason used this template (Template:PD-KoreaGov) to be in the public domain. I don't know in which part of the law that this template quotes says that flags and coat of arms are not protected by copyright but here is an example (File:Flag of Yeongyang.svg) and if someone knows could explain it. - I can't read Korean law and can't have an opinion. I can say, though, that Venezuelan law does not protect coats of arms and other symbols mentioned within the industrial property law as trademarks, but that has nothing to do with copyright. The intellectual property law makes no specific mention, as the previous one does, about coats of arms and similar symbols. As a result, if they are not in the public domain per one of many of the requisites established by the same law, they are under copyright and should be deleted. - Found an English language translation of the Korean copyright act and it makes mention, in the article devoted to works not protected by copyright, to works by local or central governments that are acts such as bulletins, ordinances and the likes. - Honduran law, as the others you have linked, refer to documents, not works of art such as coats of arms. That means they cannot be included here. Of course if another copyright law says coats of arms and symbols are public domain literally (for any reason, including but not limited to being uncopyeoghtable, or public agencies or institutions being ineligible to generate copyrights) then they are, but that is not the case here. - I can't read Korean law and can't have an opinion. I can say, though, that Venezuelan law does not protect coats of arms and other symbols mentioned within the industrial property law as trademarks, but that has nothing to do with copyright. The intellectual property law makes no specific mention, as the previous one does, about coats of arms and similar symbols. As a result, if they are not in the public domain per one of many of the requisites established by the same law, they are under copyright and should be deleted.
