- The photo was published in Krzysztof Persak’s book “Sprawa Henryka Holanda” [Henryk Holland Affair] in 2006. The photo was uploaded to Wikimedia Commons from the webpage https://www.techpedia.pl/index.php?str=tp&no=36896 where under the photo is a sentence “16. Henryk Holland w mundurze Armii Czerwonej”. This is the proof that the photo was uploaded from the Krzysztof Persak’s book. I have not seen the photo in the Internet with information that it is in Public Domain. Keep. Yes, it is a photo of a photo, but it is from my side otherwise I would not have been able to do it. I didn't realise its violation even if its mine. Speedy keep. Hi, yes it is, but it is still my own work. I am not the most tech savvy when it comes to meta data or other data when it comes to photos/images. I didn't think it would make a difference if its from my side as it is not a violation anyway since its my own work. I was perfectly honest about my genuine mistake and oversight in the last uploaded photo and accepted responsibility and even got it speedily deleted. - Hi, it is mine and I have other images from the same event which will showcase it, and will be supported by the data. - In addition to content fork issues and bad English name, the page is filled with absurdities, like headings 'Other entities', 'Other cultural' and 'Revolutionary states' in a gallery named 'Sovereign State Flags ...', like the heading 'Sovereign U.S. States (since when are the U.S. states considered sovereign?), like flags clearly marked as fictional (Ashmore and Cartier Islands and Australian Antarctic Territory), like anachronistic entries ('Present Day'???: Western Union – flag used until 1954, Katanga – flag used 1960–63, Crete – flag used until 1913!), like Soviet Union and Yugoslavia mentioned among 'International organizations', like ... I'll stop there. Perhaps W:WP:CIR should be considered, too.
- Having said this, I notice that all the 'Sovereign-state flags in [year]' have been expanded with similar absurdities through the last months, making them absolutely useless for any encyclopedic use. This is all a mess! --TU-nor (talk) 14:43, 27 September 2023 (UTC)

A gallery with the same name was created in September by DevinEH (talk · contribs), nominated for deletion by Achim55 and deleted after this discussion by Jim. A new similar gallery was then created by Devinwiki2023 (talk · contribs) – evidently the same editor – under the new, but similar title "Sovereign-state flags by now", nominated for deletion by me and deleted by The Squirrel Conspiracy after this discussion. Yesterday a new gallery of the same kind was again created by Dewinwiki2023, this time with the original title. I nominated it for speedy deletion per G4. Today Dewinwiki2023 removed the template with the edit summary "No more deletions!"
They have been warned about not removing regular deletion tags, twice in their Dewinwiki2023 user talk page and once in the user talk page of another account, Sovereign Ultimate (talk · contribs), which obviously also is theirs (there is an open SPI case here). As I understand it, they are in their right to remove a speedy-tag as long as they replace it with a regular deletion tag, but I am not so sure that they ever have read the tags – or that they understand them if they have, since this certainly may be a CIR case.

- La photo que j'ai déposé a été prise par moi même, Sophie Peyruc, propriétaire du château le 28 décembre 2022 et enregistré sur mon ordinateur le 1er janvier 2023. Vous évoquez une précédente photo datant de 2020. Depuis des travaux ont été effectués sur l'échauguette (en octobre 2021) qui sont visibles sur cette nouvelle photo. Quand à l'association que vous évoquez, elle a quitté le château depuis près d'un an.
- La photo qui apparait à l'adresse que vous indiquez a été déposée par moi même en mars 2023 (et c'est effectivement la même que je viens de déposer sur wikimedia.

- Delete When documenting the photographs, I attibuted the statue to Urbain Basset (1842-1924) and not to Claude Grangé. It was a mistake though, Basset made the first (bronze) version of the statue, destroyed by the German during the war. The current stone version is by Claude Grangé and his work is protected indeed. - Yes, there is no freedom of panorama in Kazakhstan - but only in case of commercial use. WikiMedia and Wikipedia is a non-commercial platform. We are in the tourism sector of Central Asia and we never heard about an issue where an artist or architect ask for deletion of the photo because his/her art is inside of the photo. The tourism departments of Kazakhstan (in this case here the Tourism Department of Shymkent "VisitShymkent") inviting foreign influencers (who earning money out of it) to make photos of many places and sculptures - and also in this case we never heard about an issue or a deletion request. [edit]Tallinn TV Tower was built in 1980. In most countries, all paintings, sculpture, architecture, text, and other creative works have copyrights which last for a certain period (usually 70 years) of time after the death of the creator (be it the last-surviving architect, engineer, designer, sculptor, engraver, or painter). An image of a work that is still under copyright is considered as a derivative work, and infringes on the copyright so therefore we cannot usually keep the image on Commons. In some countries, there is a special exception to the copyright law which allows such images under certain circumstances. We call that exception Commons:Freedom of panorama (FoP). Unfortunately, Estonia has no Commons-acceptable FoP.

deleted most, per nomination, because there is no COM:FOP Estonia. The argument this tower is utiliatrian might be true, but imho this does not mean it is not a work of architecture. Photos of work architecture made in Estonia cannot be maintained on Commons. Therefore according to the law in Estionia, photos prominently showing the tower should be deleted. kept two images. One could be cropped, the rest of the image is maintained, the uncropped version is deleted. The other photo only shows a technical detail of the tower, which I consider not architecture. Photo is labelled as "own work" of Johnking121, however the forth photo on this vogue article is clearly from the same shoot (holding a different sign) with copyrights to Bianca Leilua/Niu Creative. Statement on why I believe these files shall be kept on Wiki Commons[edit]Dear All, I beg to contend that these files shall not be removed from Wiki Commons for the reasons I would like to extend as follows: 1. They do not comply with Wiki Commons’ deletion policy. There were no legal issues or social issues involved. The nominator cited ‘out of scope’ and notability concerns. However, notability is not a Wiki Commons policy (or guideline); it is, instead, a Wikipedia policy. I fully agree with the nominator that most of the cases in these court adjudications were not ‘notable’, and I have no intention to write entries for them on Wikipedia—where notability is indeed a policy. And I would like to argue that these files are not ‘out of scope’ as set out in the deletion policy page—they are not ‘private image collections’, they are not ‘self-created artwork without obvious educational use’, and they are not ‘files that add nothing educationally distinct to the collection of images we already hold’, nor are they ‘of poor or mediocre quality’. And they are, of course, not ‘self-promotion or vandalism’. They do seem, however, to fall in the criteria of ‘excluded educational content’ as laid out on the project scope page (but note that not the deletion policy page) as they are ‘files that contain nothing educational other than raw text’, which, as suggested by the nominator, shall better be moved to other projects like Wikisource. Regarding this matter, I would like to argue that— 2. These original files serve as the ‘source proof’—they provide the Chinese Wikisource with the source files for verification and authenticity checks, as well as serve as the source text for their translations on the English Wikisource. Links to their corresponding pages on both the Chinese and English Wikisource platforms are available in the description sections of the detail pages of these files, and they are interlinked in the form of sister project links on their respective Chinese and English Wikisource pages. Therefore, it is not suitable to move them (these original files) to either the Chinese or English Wikisource because they effectively serve as source material linked across multiple Wiki projects. And 3. It is important for them, these original files, not the proofread text version, to be hosted on Wiki Commons. Although these court adjudications fall in the public domain per both the Criminal Procedure Law (Article 202) and the Copyright Law (Article 5) of mainland China, the mainland Chinese authorities, however, are making every effort to delete them and actively preventing individuals from publicly sharing them.[1][2][3] We can read these judgements today, all thanks to a courageous Twitter user, @SpeechFreedomCN, who, for many years, has been tirelessly collecting them, often at great, material personal risk. I said that the risks they faces are material, as sufficient evidence can confirm that they has long been under surveillance from the authorities. At first, the judgements or indictments they posted on Twitter would be quietly deleted from the official sources.[4] And then, their account was blocked by China Judgements Online—a read-only website used to retrieve judgements. We cannot take for granted by reckoning that the collection and archive they made will last forever since Twitter now has a login wall, Mega has been previously shut down, and most importantly, we do not know if this brave collector will one day succumb to the authority’s pressure. We have already seen in the case of the Terminus Project that collecting publicly available documents against the authorities’ inclination is unsafe, and through the case of Ruan Xiaohuan, we can say with confidence that never be too confident in your InfoSec skills. Therefore, if we take down these files from here, only to cite a link to the Mega cloud storage of the brave collector on their Wikisource pages as sources, then if one day something happens to them (the collector), to Mega, or to Twitter, some would argue that these judgements and their translations on Wikisources are ‘unsourced’, and subsequently accuse them of forgery and then request them to be taken down from there as well. And since China Judgements Online has already taken care of all the political or sensitive cases, then one would say—if under the aforementioned assumed circumstances—that there were nearly no political persecutions in mainland China at all, as you can hardly find a case of, for example, picking quarrels and provoking trouble, while in reality, even by the most conservative estimation, there are at least thousands of cases each year. (I indeed had made some estimation based on the hidden cases in one city in one year and the population proportion of that city, which gave me a rough estimate of at least 2,463 convicted ‘picking quarrels and provoking trouble’ cases that related to political reasons in the year of 2020.) And finally, although most of the cases in these judgements were not ‘notable’, they still serve as a collective educational background material to reflect the scope, the conviction details, and the prevalence of the said crimes and, to some extent, the judicial conditions during a specific period of history in mainland China, and by which they do hold historical significance. And that is why I added the category (not any single case) of these judgements to the corresponding Wikipedia entry, for example, picking quarrels and provoking trouble. Based on the points laid above, I do believe that these files should remain on Wiki Commons, and I now leave it to you all to make the final decision. Thank you all in advance. References[edit]

We do now have a compromise version that seems to have consensus, so I think it's appropriate to remove this file fork. - That's a fair question. I was just looking at the probable path of that specific file, and noting that "vastateparksstaff" are not the "authors" of this file. My bet is that in 2014, some staff member with access to that Flickr account needed to hotlink a version of the state seal, Googled for it, found the one the paper uses, and uploaded it with the same "Attribution 2.0 Generic" that the account uses for their photographs. I have no idea why it was then uploaded to the Commons in 2017, as far as I can tell this file's never been used for anything. I can't say who created the file the paper uses, the seal itself isn't copyrighted, though the state "reserves the right to determine appropriateness of commercial use". - The colors are a bit darker in this version than what's on the commonwealth's State Symbols, Seals and Emblems page, but I don't see any credence for a copyvio claim. The seal itself was standardized by Charles Keck (d. 1951) in 1930. Virginia law declares the seal property of the Commonwealth, which doesn't really speak to copyright. - 2) таємна інформація;
- 3) службова інформація.
- Ця інформація не є конфіденційною, таємною або службовою. Жодних обмежень немає. Ну і є пряма дія ст. 34 Конституції України "Кожен має право вільно збирати, зберігати, використовувати і поширювати інформацію усно, письмово або в інший спосіб - на свій вибір.". Ніяких обмежень тут немає, право є. Джерело вказано вірно.
- Ну і міжнародне право, ст. 10 Конвенції основоположних прав та свобод людини "Кожен має право на свободу вираження поглядів. - Доброго дня. Це офіціний довідник Державного архіву Житомирської області. Розміщений на сайті архіву публічно для всіх бажаючих за посиланням https://zhytomyr.archives.gov.ua/?page_id=364 Руслан Кондратюк - штатний науковий співробітник архіву, відомий дослідник. Ст. 1 Закону України "Про Національний архівний фонд та архівні установи" чітко визначає: довідковий апарат - довідники у будь-якій формі (путівники, описи, каталоги, покажчики, бази даних, номенклатури справ тощо), призначені для пошуку архівних документів або відомостей, що містяться в них. В ст. 22 цього ж Закону чітко визначено: Доступ до інформації, якою володіють архівні установи та яка не міститься в архівних документах, здійснюється відповідно до Закону України "Про доступ до публічної інформації". Довідник не є архівним документом, але є на зберіганні архіву. Остаточно питання щодо публічності довідкового апарату було вирішено рішенням Верховного Суду по справі №640/1104/19. https://reyestr.court.gov.ua/Review/93081254 Довідковий апарат, який мають державні архівні установи України - публічна інформації. Відповідно до частини третьої статті 9 закону про авторське право і суміжні права: Для виникнення і здійснення авторського права не вимагається реєстрація авторського права чи будь-яке інше спеціальне його оформлення, а також виконання будь-яких інших формальностей. Суб’єкт авторського права для повідомлення про свої майнові права може використовувати знак охорони авторського права, що складається з латинської літери "С", обведеної колом - ©, поряд з яким зазначаються ім'я (найменування) суб'єкта майнових прав на твір, рік першого опублікування твору. В разі існування конкуренції або колізії норм права пріоритетним є застосування норм права профільного закону, а не загального. І крім того актів, що мають вищу силу. В першу чергу це ст. 34 Конституції України та ст. 10 Конвенції основоположних прав та свобод людини. Сам знак копірайт не встановлює такого права. - Тут же ж питання не стоїть чи існує чи не існує авторське право на твір. В довіднику чітко вказано, що це видання Державного архіву Житомирської області. Чітко вказані всі автори, це штатні працівники архіву. В інформації про файл це все чітко вказано, ніхто авторство не заперечує. Питання стоїть чи можна цей довідник розміщувати на вікіджерелах. Ані в творі, а ні на сайті архіву ніякої такої заборони немає. І законодавство (див. вище) прямо не просто дозволяє це робити, але й стимулює, адже цей довідник і зроблений спеціально за державні кошти для всіх бажаючих дослідників. - Alexandros Nousias took the photo when visiting at Sitra. He gave the photo to me and we agreed I'll upload it to Wikipedia as a photo for the Sitra article, with full Wikimedia Commons rights. So the taker of the photo has given it for this purpose as he was not himself in the position to upload it. The photo replaced the old Sitra photo which was the old tower building and not any more valid as Sitra moved to another building in Ruoholahti. Marjap (talk) 11:32, 25 September 2023 (UTC)

The file is a document from the Chinese Communist Party's (CCP) Shenyang City Committee, in which it is purported to be licensed under {{PD-PRC-exempt}}. However, the licensing template is only valid for laws and regulations, resolutions, decisions and orders of State organs... and the official translations thereof, but not the works of Party organs.
Even if we enlarge the scope and adopts the public domain standard on Chinese Wikisource (where certain CCP works are considered in Chinese public domain: note that this is still controversial), this only covers the works made by CCP's central organs. A document from a CCP local committee will not suffice (also see COM:China#General, last paragraph).

That is why I think it has de facto administrative functions. - While your claim might be true, so far case law (which has guiding effect) only confirms that works of the central organs are in the public domain. I'm not sure if the photographer is really "unknown" as claimed (not named does not automatically mean unknown), but this publication is definitely still protected by copyright in the US because of the URAA, and the files should be deleted.

[edit]This is complex, please bear with me. There are six images in this category all named after the pattern File:2023,_Miss_Goiás,_Renata_Guerra_Otoni_06.jpg. They all come from the YouTube video MISS UNIVERSO BRASIL: GOIANA É PRIMEIRA MÃE DISPUTAR CONCURSO DE BELEZA from Record TV Goiás which seems to be a Brazilian TV station, and marked that video as Creative Commons Attribution. I am nominating the images numbered 2, 3, 5 and 6 for deletion only those two. Numbers 1 and 4 I actually verified in my powers as Commons:License reviewer - I am confident that those two are properly created by the Record TV Goias station, they clearly come from the video segment that is an interview with the subject, there is a microphone with the Record TV Goias logo right in the video frames, and the YouTube channel has 1.1 million subscribers, multiple other web sites, it's not a fly-by-night operation.
Numbers 5 and 6, however I am nominating for deletion because I am at least reasonably confident that they were not originally made by Record TV Goias - they are still images, photos not videos, professional quality, posed, taken in a different style and context than the interview, and number 6 at least was published separately at https://g1.globo.com/go/goias/noticia/2023/05/08/goiana-que-se-tornou-a-1a-mae-a-disputar-titulo-de-miss-universo-diz-que-quer-empoderar-e-encorajar-outras-mulheres.ghtml - you'll notice that is dated May 8, while the video is dated May 11, so the Globo article clearly did not get it from the video. OK? Numbers 2 and 3 I am not judging one way or the other - they're from a video segment, and it's shot in a hallway, so not unlikely it could have been taken a few minutes before or after the interview, but they're in a different style and a different costume than the interview ... so I'll let people who are smarter than I am decide about them, I will accept it either way. Makes sense? Again, nominating 2, 3, 5 and 6 for deletion, vouching that 1 and 4 are good, no opinion on 2 and 3. Whew. My apologies for the complexity here, I could not figure out how to say this simpler.
