Seems to be some kind of photo filter, other copies exist online of different people with the same filter effect and superimposed planets (https://tineye.com/search/ca4fc453bf6a8944a880cb0179312089e40a1000?sort=size&order=desc&page=1). This is a screenshot from Louie, with no evidence of permission. It is almost certainly non-free if so as production companies are not in the habit of freely licensing any footage. You can use a reverse image search or note that the caption refers to the figure on the right as "Louie" (character name) not "Louis" (actor name) to see this. I've outlined the reasons on File talk:Slovane 9 stoleti.jpg and tagged the uploader @Jirka.h23: , but they did not respond. To summarise: I think both files violate Czech copyright law as stated at Commons:Copyright rules by territory/Czech Republic. The main author Šlajer died in 1975, so that copyright won't expire until at least 2046, and a school textbook probably doesn't fall under the exemption afforded to 'official works'. These flags are completely invented and unsourced, making heavy use of colonial Spanish symbols and implausibly copying-pasting elements from completely unrelated countries -- including the Brazilian state of Espírito Santo, colonial-era Cabo Verde, and Apartheid-era South Africa. The original png images were uploaded by EG111111 (talk · contribs) and RDSTI (talk · contribs), who has uploaded a staggering number of fake subnational flags to Commons under multiple usernames. - Keep, the subject not liking the photo is not a valid reason for deletion. This does not depict her in a demeaning or a compromising way and it appears to have been taken at an event where she would not have a reasonable expectation of privacy, see Commons:Photographs of identifiable people. File:Anahid Sarkissian (cropped).jpg is a possible alternative, although her face is dark and there is a possible copyright issue with the sculpted figure. This file is not in use in any Wikimedia projects but it is in use in a Bibliothèque nationale de France website, with a link the image on Commons.[3] Because of this a courtesy deletion is not appropriate. - I agree, uploading a better photo would not guarantee the deletion of this photo, but the availability of a better photo would make this photo less likely to be used. Ideally the photo should be uploaded by the photographer, to clearly establish the necessary permission. There's zero evidence that PD-MX-exempt applies to stamps and the artist of this one clearly hasn't been dead for 100 years per Commons:Copyright rules by territory/Mexico since the stamp was created in 1984. So the image should be deleted as copyvio. Same goes for the following images:

According to Copyright rules by territory/Germany stamps are not considered "official works" of the German government and are therefore covered by normal copyright terms, which is normally Life + 70 years. Commons:Copyright rules by territory/Monaco says that copyright in Monaco lasts for 50 years after the death of the artist. There does not appear to be a special exception for stamps. So in this case the stamp would be copyrighted since two of the three designers died fairly recently. I nominated this because some editors seem to miss the "This should not be used in articles" sentence in the description. It is already added to ceb Wikipedia. There was recently an attempt to add it to german Wikipedia. I don't want to criticize the graphic, I just think it might be better hosted somewhere else outside of the Wikmedia platform, where it is not a risk of getting inserted in Wikipedia articles. - How do I need to understand this? The deletion policy says that "Self-created artwork without obvious educational use." has no place on this platform. Since it is not backed by source (i.e. not reliably factual correct), it cannot be educational, thus it qualifies as private artwork.

Don't see any indication of a license there. - As far as I can see, there is no copyright exemption for the Hellenic Army, and coats of arms like this do count as works of art. This is because the rendition of a coat of arms is left to the individual artist while the symbols and colours are usually defined by the so-called blazon, i.e. a heraldic description of the arms. I don't see how a piece of music written by a Luxembourg soldier can be an "official act" of Belgian authorities as claimed. While this performance as such should be ok as a work of the US military, the piece of music is not. Reichling died in 2020, so the files can be restored in 2091.

- Keep The image is a portrait drawing of w:Dmitry Pozharsky, a 16th/17th-century Russo-Polish central figure. The drawing is not unlikely to be contemporary, and is at least very likely to be significantly older than any extant copyright term (nobody in 1938 sat down and made this kind of drawing of a man dead for several hundred years, and of which there exist full colour paintings, to illustrate a book). Its immediate source is a Russian book published in 1938, written by what I'm guessing was a very young author (the catalog record etc. suggest a young author was a deliberate concept for the book). The book itself may therefore have been in copyright in Russia on the URAA date, and thus in copyright in the US until 2034, but the drawing does not appear to be original to the book. Even in the original linked above it's hidden in compression artefacts and whatever the original medium was (it looks like something a lot coarser than paper). Deleted: This drawing was made in 1938 or earlier. It has been published in 1938 in Russia by Издательство: Молодая гвардия according to this link. Although the name cannot be deciphered, the drawing is not anonymous. Per Commons:Copyright rules by territory/Russia there is no possibility to assume the drawing is in PD. Per community voting of Commons:Village_pump/Copyright/Archive/2017/03#Cut-off_date_for_the_PD-old_template and {{PD-old-assumed}} a work which is older than 120 years can be maintained.
