Your deletion request
Please remove your deletion request for File:Place des cineastes Ouaga.jpg#file. I had an official permit to photograph, issued by the municipality of Ouagadougou. Without this permission I could not have taken the picture at this place. Btw, there's a note in the summary: "Cette photo a été prise sous l'autorisation de la direction de la communication et des relations publiques de la commune de Ouagadougou." If you do not unterstand french, please try to translate first, before starting such actions. This is a very rare and widespread used picture on WP. Because of the legal framework, yes. But as said, in this case, I was authorized to take that photo by local authorities! Respect the work of others! --Sputniktilt (talk) 11:47, 4 December 2022 (UTC)

EU-Western Balkans summit
What's wrong with you? Was it you who suggested using Flickr 2 Commons and how can you tell me it's not by the Finnish government? If you can not even read is not my fault Zio27 14:45, 9 December 2022 (UTC)
- @Zio27: You can see the photo attributed either the Government of Albania or the EU. This is a kind of flickr-washing, that means the Flickr user is not the copyright holder of the photo. Permission from the original copyright holder is missing. You can see similar DR like this. --A1Cafel (talk) 14:50, 9 December 2022 (UTC)
- @A1Cafel: Can you at least explain how a photo can be taken by the European commission despite never being posted on one of their many official sites? But only and exclusively on the Flickr profile of the Finnish government? --Zio27 14:55, 9 December 2022 (UTC)
- @Zio27: The description already said that the photo is not taken by the Finnish Government. Usually photo taken by the Finnish Government would attribute "© valtioneuvoston kanslia" (Chancellery of the Government). --A1Cafel (talk) 14:59, 9 December 2022 (UTC)
- @A1Cafel: So how could they publish with a 2.0 license images that are not theirs? Do you really think they're stupid enough to get sued like this? If they give full freedom of use it only means that they have the copyright of this material --Zio27 15:03, 9 December 2022 (UTC)
- @Zio27: It could be. See also Commons:Deletion requests/File:Pääministeri Marin Berliinissä 19.2.2020 (49556805266).jpg for cases of license landuring. --A1Cafel (talk) 15:06, 9 December 2022 (UTC)

About your return
Hello.I have a question. I uploaded an image showing the deletion request by referring to step 1.1 of the deletion request. What's wrong? And was the procedure a mistake? -Translation from google Varb25-3 (talk) 08:13, 16 December 2022 (UTC)
- @Varb25-3: It is totally useless to replace a file with those wordings when the file is already nominated for deletion. If you manually nominate a file for deletion, first you need to put {{Delete}} tag on the file and listed the reason for deletion. Your actions are violating COM:OVERWRITE so please do not do it anymore. --A1Cafel (talk) 09:16, 16 December 2022 (UTC)
- I understand. Thank you for the explanation Varb25-3 (talk) 12:21, 16 December 2022 (UTC)

Hey, you tagged a bunch of photos for deletion just now on the clause of COM:FOP but they are incorrectly tagged because they are public street art. PigeonChickenFish (talk) 08:08, 4 January 2023 (UTC)

Do you intent on creating these two categories?
See here: Category:Lloyd Austin in January 2023. These photos are international events that have just occurred and uploaded by the U.S. Department of Defense. Editors may be looking for timely media to use on other projects.
By not creating this new category for "Lloyd Austin in January 2023"- your redlinked category usage makes these recent international event photographic files, not easily found by Commons users. Any person going the pre-existing category of "Category:Lloyd Austin in 2023" or "Category:Lloyd Austin" will not find any of these newly released photos by the United States Government. These redlinks function the same as "uncategorized media files" as related to General Austin.
See also here: Category:Mark A. Milley in 2023, instead of using the existing "Category:Mark A. Milley" category as related to General Milley.
Please, refrain from adding non-existent categories to photos, when good categories already exist. I see the pre-existing Category:Yasukazu Hamada was used for the Japanese Defense Minister. Thanks,
-- Ooligan (talk) 09:43, 13 January 2023 (UTC)
- @Ooligan: The corresponding categories are already created. --A1Cafel (talk) 15:20, 13 January 2023 (UTC)
- These categories were created just 2 minutes before your response above. Your response is misleading. An accurate response could have been, "I have just created these categories."
- Also, you did not respond about not adding non-existent categories to new Flickr uploads of newsworthy international event photos released by the U. S. Department of Defense, and other agencies of the U. S. Government, including the U. S. Department of State.
- Thanks for creating those two categories. -- Ooligan (talk) 18:48, 13 January 2023 (UTC)

Duplicates of my Flickr uploads
These files are exact duplicates of files I had already uploaded yesterday from Flickr. Can you request that they all be deleted? Here is a list of the duplicate files:

- @A1Cafel: I see that you are still doing Deletion Requests. Can you use the regular (not speedy) deletion request for duplicate files? -- Ooligan (talk) 03:57, 3 February 2023 (UTC)
- @Ooligan: The regular deletion process takes at least 7 days to process. Usually User:OptimusPrimeBot tap the duplicate file for speedy deletion. However, there are more than 1,000 files in the cat right now, so the bot cannot take any action at this moment. I see some admins are clearing the backlog, perhaps you wait for a few days to let the bot tag it? --A1Cafel (talk) 04:00, 3 February 2023 (UTC)
- Ok, The Bot will do it soon. Thanks, -- Ooligan (talk) 04:09, 3 February 2023 (UTC)
- Yep I confirm the bot currently waits for the backlog to decrease in order to not harass admins further :) vip (talk) 09:09, 3 February 2023 (UTC)

Hey, do you think this image is out of scope? I’m not sure if I should nominate it for deletion, as someone already edited the page and apparently didn’t consider that possibility. Best regards, RodRabelo7 (talk) 05:00, 19 February 2023 (UTC)

File:2023 McCarthy-Gaetz confrontation.webm
Hi, Your deletion rationale here Commons:Deletion requests/File:2023 McCarthy-Gaetz confrontation.webm is unclear to me. Are you saying that the video does not meet C-SPAN's definition of "Federal government events"? It clearly is part of "Video coverage of the debates originating from the chambers of the U.S. House of Representatives ..." and therefore, per C-SPAN, "... is in the public domain and as such, may be used without restriction or attribution." —Tcr25 (talk) 13:40, 23 February 2023 (UTC)
A reminder that you have not created these two new categories.
However you have categorized newly released public domain photos by the U. S. State Department with non-existent categories, when good parent categories already exist. Category:Tony Blinken in March 2023 and Category:Shavkat Mirziyoyev in 2023 -- Ooligan (talk) 19:25, 3 March 2023 (UTC)

I want to know about YouTube CC-BY Tag.
I read the article about it and got to know that we can use screenshots from the video and upload them on commons if the video are uploaded on YouTube under a particular licence and to check that we need to search name of the channel on that particular link that is given in that article, isn't it.Admantine123 (talk) 18:53, 10 March 2023 (UTC)
- @Admantine123: Yes. If you see the YouTube videos with a license "Creative Commons Attribution license (reuse allowed)", then they are licensed under CC-BY and can be used it on Commons. The corresponding license is {{YouTube CC-BY}}--A1Cafel (talk) 01:50, 11 March 2023 (UTC)
- Thanks, one more query, can you please clarify, whether this channel releases their videos with same licence or not. From the description page of that licence, i used the link to search various videos from this particular channel, that are available to be reused. Can you clarify that the videos of this channel are available for reuse or not.Admantine123 (talk) 17:41, 12 March 2023 (UTC)
- @Admantine123: The holder of the YouTube channel can choose freely which license they want to use on every individual videos. Some can be under CC license but some can be standard license (which is not allowed on Commons)--A1Cafel (talk) 04:35, 13 March 2023 (UTC)

- @Admantine123: That is not licensed under CC-BY and cannot be hosted on Commons. You cannot see the license "Creative Commons Attribution license (reuse allowed)" when you click "Show more". --A1Cafel (talk) 06:49, 13 March 2023 (UTC)

I wanted to upload some of the images from this website of Government of Bihar, their copyright policy mentioned here on page is here [2]. Which licence should I use to upload the images of ministers from here. Should I consider them to be in public domain or another licence is required to upload them. Admantine123 (talk) 18:47, 14 March 2023 (UTC)
- While uploading the image of one minister, i read some of the licence under which it can be hosted here. Do you think this one is okay. I mean CC BY-SA 4.0 licence.Admantine123 (talk) 18:49, 14 March 2023 (UTC)
- @Admantine123: CC-BY-SA 4.0 is obviously the wrong license. But I'm not sure which license is applicable.--A1Cafel (talk) 02:31, 15 March 2023 (UTC)
- Must be in public domain, i have seen many images on Wikipedia of politicians of Bihar from the same website with this tag :

- [3], this is what their copyright policy says. They don't bar anyone from even commercially utilising the material posted on website, they only want us to properly attribute them, which i have done. There are other licences available on commons apart from one i am using, where it is also given that you may use , reproduce the image but you should properly attribute them and mention source. - {{Attribution}}, this tag satisfies their condition. I have gone through various copyright tags and found that it is perfect for the image.Admantine123 (talk) 04:50, 15 March 2023 (UTC)
- @Admantine123: Similar to {{The Stand News}}, I think the attribution tag can be applied. See also VP discussion of the Stand News.--A1Cafel (talk) 09:04, 16 March 2023 (UTC)

i see your edits are in positive pattern. why dont you request it in COM:RFR? ----modern_primat ඞඞඞ TALK 20:53, 1 April 2023 (UTC)
- @Modern primat I would probably oppose such a request. With all respect to A1Cafel, A1Cafel's edits need patrolling. They have been subject to a TBAN surrounding deletion (original, partial appeal granted), they abused logged-out editing to violate that TBAN (RFCU), and their uploads are copyvios ferquently enough that I think patrolling is still required. I note that if A1Cafel wants autopatrol (or filemover, or rollbacker) rights, per the terms of the original discussion closure, they must make another appeal at COM:AN/UP, not a request at COM:RFR. —Mdaniels5757 (talk • contribs) 21:58, 1 April 2023 (UTC)

Last Warning
Hello, You recebtly published a ‘last warning’ on my page stating that the ‘next time that I upload a file contrary to norms I will be Blocked’.
However, most of the files that you tagged as copyright violations had been uploaded A LONG TIME AGO, when I didn’t fully comprehend all of the rules.
Am I to be assured that your ‘next time you upload, you’ll be blocked’ rule is only valable for NEW uploads? Or could some rando search through all of my history on wikimedia looking to dig some dirt on me block me from contributing to Wikimedia?
Btw, I have to tell you that the way you proceded here is quite a disappointment to me. I know that I have been a bad contributor in the past, when I hadn’t studied the rules. But even then I always worked on very good faith. Recently, if you EVEN CARED TO LOOK IT UP, I have been EXTREMELY careful and dutiful with copyright norms.
The ONLY single time that a user has called on me recently was when another user set me up for cropping a vicious file using the ToolForge cropTool. When I questioned him on that he refused to take the warning down. And, IN EXTREMELY GOOD FAITH, I maintained it on my page. (User talk:Reppop#File:Dr_Rabiu_Musa_Kwankwaso_(cropped).jpg)
Therefore, I beg you to reconsider this grave grave warning. Przelijpdahl (talk) 15:57, 27 March 2023 (UTC)
- @Przelijpdahl: Yeah, it only valid for uploads after 02:22, 27 March 2023--A1Cafel (talk) 16:01, 27 March 2023 (UTC)
- Plus, Some of them are plain wrong.
- For the file “Afrânio Boppré 2013.jpg”, you said:
- The photo is not published prior to 1983 and still protected by copyright
- THIS IS WRONG. The Predefinition clearly states:
- This work is in the public domain in Brazil for one of the following reasons:
- - It is a work whose authors' rights belong to the Brazilian government (federal, state, or municipal), for which the economic rights shall be protected for a period of 70 years from the first of January of the year following that of their disclosure or that of the author's demise, whichever is later.

The economic rights are protected to the author in case the GOVERNMENT decides to profit from them. Read the article linked to the predefinition. Przelijpdahl (talk) 16:15, 27 March 2023 (UTC)
- @A1Cafel did you have time to read the article? Przelijpdahl (talk) 17:22, 28 March 2023 (UTC)

- @A1Cafel: Regardless of the copyright status of the file, which should be discussed at Commons:Village pump/Copyright or in a deletion request (or undeletion one), I don't think you have a mandate to give last warnings. In fact, I think you are forbidden from threatening any users with getting blocked. Regardless of whether this is in effect after the partial lift of those restrictions, I hope you can leave that to others. They are part of the pattern that lead to your restrictions. I think warnings should be reserved for those who are widely trusted with the related judgements, such as administrators. –LPfi (talk) 06:45, 4 April 2023 (UTC)

- Can you explain why you seem to be repeatedly uploading images from Pixabay here, but giving them false upload dates two years earlier than the actual, which has the effect of circumventing the licence change there? Was this deliberate, or just remarkably coincidental carelessness? Andy Dingley (talk) 19:46, 23 April 2023 (UTC)
- The date should be directly provided based on the EXIF data. Otherwise, it wouldn't show the time in "HH:MM:DD" format. --A1Cafel (talk) 03:08, 24 April 2023 (UTC)
- OK, so you're mixing the photographed-on and the uploaded-to-Pixabay dates. Do you see why that is a problem here, when that bridges the Pixabay licence change date? These all need to go. It would help if you could identify any more similar.
- See {{Pixabay}}: On 9 January 2019, Pixabay switched the old sitewide license for all uploads from Creative Commons CC0 to the Pixabay license which does not meet the free content licensing requirements for Commons. Therefore, media published on Pixabay from 9 January 2019 onwards is not considered to be freely licensed and can't be accepted on Commons. Andy Dingley (talk) 11:45, 24 April 2023 (UTC)

Photo courtesy/courtesy of - stop nominating US Government public domain images for deletion
Please stop nominating images for deletion as they were taken by a third party and provided to the US Government - "Photo Courtesy" or "Courtesy of" - when they are marked as public domain. Copyright doesn't apply to "any work of the United States Government" if the work was "prepared by an officer or employee of the United States Government as part of that person’s official duties". Examples: Flickr Diplomatic Security Service image marked public domain and photo courtesy of AP. AP have released it to the Diplomatic Security Service and it was prepared by their officer or employee for Flickr; Defense Visual Information Distribution Service (DVIDS) NATO image marked public domain and photo courtesy of Afghan National Police. Afghan National Police released it to NATO and it was prepared by their officer or employee for DVIDS.--Melbguy05 (talk) 22:32, 22 April 2023 (UTC)
- My understanding of how {{PD-USGov}} operates was wrong I discovered after posting on Commons:Village pump/Copyright and from doing research. Melbguy05 (talk) 07:46, 26 April 2023 (UTC)
License header
Hi, I note that you have made this change [4] or similar to a number of US military files that I have uploaded recently. Is there something I can be doing in the upload process that can automate this? regards Mztourist (talk) 04:19, 28 April 2023 (UTC)
- @Mztourist: When you are choosing the license, click "Another reason not mentioned above" and type the target license into the box. --A1Cafel (talk) 04:21, 28 April 2023 (UTC)
- Thanks, will try to do that in future! Mztourist (talk) 05:19, 28 April 2023 (UTC)
Why was this category removed?
Why was this category- Category:Files provided by Chancellery of the Prime Minister of Poland removed from this file here https://commons.wikimedia.org/w/index.php?title=File:Soloch_Paweł.JPG&diff=next&oldid=757348358 -- Ooligan (talk) 19:02, 1 May 2023 (UTC)
- @Ooligan: That photo is from the Sejm of the Republic of Poland, not the Chancellery of the Prime Minister of Poland. --A1Cafel (talk) 03:22, 2 May 2023 (UTC)
Adding block notice
@LPfi. Should administrators have done this https://commons.wikimedia.org/w/index.php?title=User_talk:Moonfvblofg2678&diff=prev&oldid=757692468 instead? -- Ooligan (talk) 19:05, 2 May 2023 (UTC)
- I assume the blocking admin could have added the template and they perhaps should have. I don't see any problem in it being added by another user, but I don't know the relevant practices. –LPfi (talk) 19:26, 2 May 2023 (UTC)
- Yeah, I don't see a problem with that one. —Mdaniels5757 (talk • contribs) 00:11, 3 May 2023 (UTC)
License replacement
Hello, what were you replacing with this edit? I would suggest you should review your edits and ensure no other images were stripped of their license templates. — Huntster (t @ c) 13:31, 2 April 2023 (UTC)
- @Huntster. I came across another image "... stripped of their license templates." https://commons.wikimedia.org/w/index.php?title=File%3AWe_Choose_Prevention%21_%288739845052%29.jpg&diff=746157201&oldid=591114159 It is from the same day. -- Ooligan (talk) 18:49, 3 May 2023 (UTC)
- @Ooligan, there is no issue with that removal, since there was already a PD-USGov license template in place for HHS. If a more specific template is present, there is no need for the generic USGov template to be present. — Huntster (t @ c) 19:12, 3 May 2023 (UTC)
- Ok, thank you. -- Ooligan (talk) 20:05, 3 May 2023 (UTC)

Your VisualFileChange use
Just so you know, this series of about 100 edits were incorrect: federal photos are {{PD-USGov}} or one of its subtemplates, not {{PD-CAGov}} (or other states' templates). Please be more careful with VisualFileChange in the future. Yours, —Mdaniels5757 (talk • contribs) 00:10, 3 May 2023 (UTC)
- @Mdaniels5757. I reverted this and five other files from a different category a few hours before your actions. https://commons.wikimedia.org/w/index.php?title=File:ORE_17_-3_(24611246487).jpeg&diff=prev&oldid=758109076 -- Ooligan (talk) 21:43, 3 May 2023 (UTC)
- I probably overlook the attribution, and I found some more using the probably wrong license on that Flickr stream. --A1Cafel (talk) 02:05, 6 May 2023 (UTC)
Changing license templates
Please do not make changes like this in the future. This is not a NASA photograph, but one by United Launch Alliance indicated as released to public domain, and using {{PD-author}} is the most appropriate template for this case. — Huntster (t @ c) 14:07, 5 May 2023 (UTC)
- A1Cafel, this is the third message on your talk page in the last three days regarding problems with your replacements of licensing templates. This is concerning to me, especially given your lack of response. Your response (either acknowledging or disputing that each thing is a problem, and detailing any remediation efforts) would be appreciated. If you continue with making these kinds of mistakes and failing to respond and continuing with similar edits when concerns are raised, you will probably end up with another topic ban or worse at some point. —Mdaniels5757 (talk • contribs) 21:18, 5 May 2023 (UTC)
