- You are confusing a Freedom of Information Act (the government should give access its data to the public) with Copyright (what the public can do with intellectual property provided). Even GIPA Act states in the article 72.2.c [1] the government might refuse access to records if it would infringe copyright. A very silly example is if a citizen request the planes of a building that the government built (FOI), and later they use this information to build an exact copy of the building without paying the architect (Copyright violation). - Keep A file being unused and/or uncategorized is no valid reason for deletion, and nominations for deletion are not a way to force/speed up categorization. You should at least do a courtesy Google search on the title (and maybe also a Google Lense search on the image itself) before nominating files for deletion. The title clearly says that it is "stuff" for "Bento", which is a Japanese style lunchbox (and that's why the file description is talking about lunchboxes — it's not random at all). The image depicts food moulds (such as an egg mould in the shape of a car), Onigiri rice moulds (the pink triangle one at the top), bear and star shaped food cutters (i.e. the white colored stuff on the right), food picks (on the bottom left), etc. Those are utensils for a particular type of Bento lunchboxes. Jan Luyken does not have this engraving called "Surgun" as the uploader claims. The image is an edited and degraded (possibly to make it harder to find the original) version of "Jerusalem Recaptured by Saladin", and was uploaded to create a hoax about this engraving in the Russian Wikipedia. - I don't think that the uploader necessarily meant to make it harder to find the original or to create a hoax about the engraving. If they wanted to deceive about the engraving's origin, they wouldn't have uploaded it with the correct attribution to the author. The "Great Surgun" (which is the translation of the Russian title) also does not appear to be a hoax as there are Wikipedia articles in several languages on the event, including English: Great Surgun. The uploader probably just used a historic image which fit the theme of a "Great Exile" to illustrate the article. Or they used it the same way as the book (?) from which they got the image (in this case it's the source book which was misleading).

- I was speaking about the particular work of the artist Jan Luyken, which was presented under the "Surgun" title in 12 articles on ruwiki. There were no reliable sources provided about the engraving, so I had to do a small research on the works of the artist, and found out that the drawing on the image is real, but has a different name and depicts a completely different historical scene.

One of them gives a pdf file that was shared via telegram as a source. The third match is a 2021 book published by Cambridge. There's no freedom of panorama for 3D works of art (e.g. statues) even when they're publicly displayed in cases where they've been installed on or after 1 January 1978 per COM:FOP US. Given that en:Bob Wren Stadium opened in April 1998, no en:copyright formalities were even required for such works because by then the US had already begun applying the en:Berne Convention. - Hello, I don't really care whether this file is deleted or not. However, in defense of this file, I can say that this flag is not "fictional". In the middle of the flag is the Tamga of the Siberian Tatars (in modern language, this could mean the Coat of Arms of all Siberian Tatars), and the background color is sky blue - the traditional color of the Turkic peoples since the times of the Turkic Khaganate and the Köktürks (Blue Turks) and in the modern era is also used as a color of the Turkic peoples: for example, on the flags of the Organization of Turkic States (OTS), Azerbaijan, Kazakhstan, Uzbekistan, Karakalpakstan, Bashkortostan, East Turkestan, Yakutia, Crimean Tatars, Karaites, Krymchaks, and so on. In addition, this flag is used in thematic articles, computer games, and so on.
- The only problem for me is that my friends - Siberian Tatars, described this variation of tamga as a "chemical symbol" (probably because of the blunt ends), and the shades of blue and yellow are too "poisonous".
