Uploaded by mistake because I miscalculated dates. Photograph, published in 1950, is in public domain in Australia, having been published prior to 1 January 1955 without identifying the photographer. However, it is not in public domain in the United States under the terms of URAA, which renewed its copyright until 1 January 2046 because it was not yet in public domain on Australia's URAA date, 1 January 1996. This monument has been designed by the Senegalese Pierre Goudiaby Atepa (b. 1947) who is still alive. As there is no Freedom of Panorama in Senegal, the pictures depicting this building have to be removed from Commons. TadejM (t/p) 03:15, 5 December 2022 (UTC)

There is no additional context to suggest that it is legal to use this image. There is a chance this photo was taken by an employee of the Michigan state government, but the Michigan state government is unlike the US federal government, in that it does not have to release its works into the public domain, and it does not do so. Hi, I thank you for your concern because I promise I am acting in good faith. Here is my reasoning for believing this picture is appropriately being used: The image is on the "Media & Images" page of the website it is sourced from,( https://housedems.com/laurie-pohutsky/ ) these pages are commonly put in place to allow the public to easily use their media. Furthermore, the sourced image is not from the Michigan Democratic Party as the deletion request claims, but rather the Michigan House Democratic Caucus, I believe this info to be important because of the Michigan House of Representatives policy shown here ( https://house.mi.gov/disclaimer ) which says that they allow photographs and information to be "... granted non-profit use." Nonprofit use being allowed by the source, it is important to remember that Wikipedia is a nonprofit as stated under the "Cultural Impact" section here which cites a study done by Wikipedia itself ( https://en.m.wikipedia.org/wiki/Wikipedia ). Superceding the literal dozen or so deletion discussions created by A1Cafel, which severely fractured the discussion on this series of images. The primary concern deals with freedom of panorama; more specifically freedom of panorama in Qatar and Hong Kong. This series of photographs depicts scale models of the stadiums of the 2022 FIFA World Cup, which were on public display in Hong Kong. Per COM:FOP Hong Kong, images of "3D works" are permitted as long as they are "permanently situated in a public place or in premises open to the public". This may not apply here, as these models are allegedly part of a temporary exhibition. Additionally complicating things is the fact that these models are derived from architectural works which, per COM:FOP Qatar, are copyright protected under Qatari law.
Perhaps the original creator of these images, SUAXINGPWOO Kaliu, can provide more details about the exhibition these models were showcased at. Seeking opinions from Adeletron 3030, Brianjd, and Lee Vilenski as participants in the preceding discussions, and also seeking opinions from Amakuru, Didym, Krd, and Tvx1, who participated in similar deletion discussions over Qatar 2022 stadium images uploaded to Commons. — AFC Vixen (talk) 08:49, 5 December 2022 (UTC)
- @AFC Vixen COM:FOP Qatar is not directly relevant to these photos. It might be relevant to the models, if the models were created in Qatar. But what little FoP Qatar has is unlikely to apply to the models anyway.
- Other Qatari copyright laws, such as threshold of originality and copyright terms, are relevant to the architecture (and therefore the models and photos, to the extent that they derive from the architecture). But there is no need to discuss the details here: it is clear that this architecture is non-free (and will be for a long time). And this means that any separate copyright in the models is a moot point.
- So the only issue left to discuss is COM:FOP Hong Kong. If such FoP is available, then it should apply to these models, even though they are derivative works; I have never seen an FoP case where such derivative works were an issue. - I'm not really knowledgeable as such, but surely the point of a FOP ban is that in those countries the architectural work itself, and images thereof, is copyrightable. I'd have thought therefore, that scale models of the work fall under the same umbrella - the model is a derivative of the original stadium and therefore subject to the same copyright laws as govern the original? - @Amakuru Your first sentence contains a misunderstanding of FoP that I recently saw in another discussion, so I want to correct it. The lack of FoP does not mean that works are copyrighted. It just means that if the works are copyrighted (which they happen to be in this case), then reproducing (etc) those works requires permission.

Regarding Qatari copyrights, strictly speaking, Qatari law applies only in Qatar. But countries generally respect each other’s copyrights (this is required by the Berne Convention for the Protection of Literary and Artistic Works, whose parties include Qatar and Hong Kong). So work created in Hong Kong is subject only to Hong Kong law, but in this case, it is indirectly subject to Qatari law as well. But not US law. - I removed the photo before the nomination, not after. That article was how I discovered the photo in the first place. - Comment. This was the same title text released worldwide (cf. Commons:Deletion requests/File:Themeparkworld.png). The location of the developer is in the UK, but the publisher is in the US. It's obviously above the threshold of originality in the UK, but I think it is below the threshold of originality in the US (note that each letter matches each other instance of that same letter, giving it the characteristic of a font). I would be inclined to think that the developer would be responsible for in-game content and and the publisher would be responsible for marketing materials (like packaging). Livio Castiglioni was born in 1911; this is clearly not a photograph of a sixteen-year-old boy, so the claim of publication before 1927 is patently false.

- With regard to the file nominated, my attention has been drawn to this file on it.wp. If the claim made there is valid, then presumably this copy of the image could be kept once it's been provided with a suitable rationale and description. Ping Cl3phact0, who mentioned the Italian copy of the image. My doubts/reservations about the other uploads by this sockpuppet remain – no factual claim made by Smithson can be trusted.
