Edit kind: I was trying to upload an updated version of the OMC South Africa map, with recent name changes and spelling corrections. The filter says I haven't the right to do this just because somebody other than myself, who created this file, transferred the file from en:WP to Commons.

Yes, I know, but that doesn't address the problem. I created this file, but another user transferred it to Commons. There are many examples of files transferred to Commons by users other than the original creators. I have been updating this one for several years, trying to keep it current (more and more South African places are adopting native names). Surely I should be allowed to. @Sissela Björk (WMDE): The filter prevents new users from uploading MP3s because most of them tend to be copyright violations. The file is the original complaint of the court case pertaining to the Loyd Jowers trial. This is not copyrighted by anyone or anything, and I believe it should be able to be uploaded without issue. I am not sure whether or not this file is considered to be property of the federal government (making it public domain through FOIA) but considering I got it through a FOIA request, it should be public information. This document is not publicly available (unless under another FOIA request) and I believe it is in the best interest of the public for it to be attached to the Wikipedia page. Hi @Jeff G. I would like to strongly suggest that Special:AbuseFilter/292 be updated to allow the creators of pages to add the "Allow Overwriting" tag. The addition of filters 290 and 292 is completely upending standard practices for updating election maps on Wikipedia. Updating maps with new information such as retirements is a community effort. It is also rather likely that the original uploaders of many current election maps are unaware of these new changes, so they will not know that they are now the only ones allowed to update the maps they uploaded. As a common practice, I believe that uploaders should be able to designate their own files as overwritable, avoiding the need to submit cumbersome requests to a small subset of users with the rights to do so. I also believe that there should be a general exception to filter 290 to allow for the overwriting of election maps, restoring our ability to exercise our standard practices. I have had the status "Autopatrol" for a long time, but still the system does not allow updating other files. After trying to update the image (not my image), the system writes that: "You attempted to overwrite a file that was not initially uploaded by you. You currently do not have sufficient permissions to do this."

The file contains a set of slides for a presentation I will be giving tomorrow during the data modelling days. Other presentations have already been uploaded to the category.
