It entered the public domain in France in 1991, which was before the URAA year of 1996 for the U.S. copyright. At that time, copyright lasted 58 years and a third. The limit year is 1936: works by authors who died in 1936 and anonymous works published in 1936 entered the public domain in 1995. Template:France wartime extensions URAA can serve as a reminder. It should be deleted because it is clearly meant to glorify this terrorist, and thus should be removed. I, Steve Mark, took this photo of John Quinlan on October 5, 2013 at the NPC Brooklyn Grand Prix. The poster behind John is like any poster and billboard that was set up at the venue that day in public domain. Designed for the athletes and fans to have their photos taken with and next to simply to commemorate a special day during the competition. Hey Shtarka1. This is similar to the other image. Just because something is publicly displayed (in the "domain of the public" so-to-speak) does not mean that it is in the public domain (in the legal sense related to intellectual property rights). It is probably correct that whomever owns the copyright to the poster probably doesn't care how widely it is shared, since the purpose is to publicize. However, Wikimedia Commons generally doesn't allow this type of non-free-but-not-enforced content, and requires that content be legitimately free in a legal sense. Unfortunately, that means that not only must your photo be itself freely licensed, but that any other copyrighted work prominently featured in it must also be licensed similarly. The image has quite clearly been marked incorrectly as "own work". According to the copyright rules concerning Italy, it seems that the threshold for photographic "works" is quite low, and they are protected for author's life + 70 years. Public domain as in accessible to the public (gratis) is not the same as without copyright (libre). Works created by federal employees in the normal course of their duties are indeed public domain per 17 U.S.C. § 105, but states' works are entirely allowed to hold (and do hold) copyright. Some states like Florida ({{PD-FLGov}}) and Massachusetts ({{PD-MAGov}}) voluntarily release their works to the public domain, but Arizona is not such a state. (Indeed, for example, the Arizona State Legislature site says "© 2019 Arizona State Legislature. All Rights Reserved" in contrast to Federal sites, which, notably, contain no such notice. If Arizona mugshots are public domain, you need to provide evidence of that. What is the statute? What is the court case? Where is a "CITE," ExCITEable? No, you cropped the dates out of an existing composition (or removed a blue bar). Even if you had independently chosen the images, you would have merely created a derivative work which would not invalidate the copyright(s) of the underlying images. I've examined the two examples by elcobbola, and neither match the composition here. The former has dates at the top, the latter a blue bar at the bottom. Furthermore, this composite is joined at a different midline (note the difference in shoulders and width). It appears to be a newly derivative work. I'll note the same separate images are available from Snopes, and am fairly sure they've got plenty of lawyers to avoid copyright issues. I'm not from Arizona (I'm from Michigan), so not conversant with their statutes. Unless the originator beats me to the details, I'll look around for something on the legality.

A "newly derivative work" is still a "derivative work"; even if the slavish removal of date/blue bar generated a new copyright (it doesn't, as copyright does not extend to mere "sweat of the brow"), it would still merely coexist with the underlying copyright for which we would require permission.   • Update – thanks to the article above, I've located the specific legislation, signed into law April 1, 2019. Public records are already freely available (libre), subject to a copying fee for those not already online (Title 44, Arizona Revised Statutes). The new law (CHAPTER 37 44-7901 and 7902) criminalizes "criminal justice record" use for profit. It has an exception for "... any act performed for the purpose of disseminating news to the public...." So this should reflect not-for-profit use. What CC code is that?

Hey Shtarka1. It's not that it isn't your photo, but that the statue is a separate work of art that is also covered by copyright. In the US, under freedom of panorama laws, you cannot "own" the entirety of photos of 3D works of art even if they are in display in a public place. To sum up my reasons to keep this file: The photo that I own has been shot in the 1910s, surely before 1920. The photographer is anonymous, so the copyright decays after 70 years [after] its publication (at least in the 1980s or 90s). I think there is no reason for deleting this file. According to the above presented page and [2] it is Austro-Hungarian general Heinrich Ritter Kummer von Falkenfeld.  Weak delete Even if the file name and description are corrected to Heinrich Kummer von Falkenfeld, we don't know when and by whom this image was taken. It might be old enough for {{PD-old-assumed}} or {{PD-anon-70-EU}}, but we don't have a date of first publication either, which would be needed for the anon template, if applicable at all. The current blanket {{PD-old}} license is certainly not "ok", as it assumes a known author with a known date of death more than 70 years ago. If taken in the early 1900's, it's possible that the author died less than 70 years ago. But not very likely, therefore only a "weak delete" vote from me. Uploader Geo Swan has dated this map as "1855" despite the fact that it is obviously not a map made in the 1800s. Geo Swan seems unable to comprehend the difference between what a map depicts and when it was made. The source of this map is a book that is copyright 2002. If Geo Swan has information showing that the map is from earlier and in the public domain, they need to provide that informatiion.   •  Keep Gary Urbanowicz, the author of the book where I found this map, has supplied a map that shows the 19th century shoreline of Queens County. It shows an almost completely undeveloped 19th century Queens County, with the nascent 19th century street grids of small hamlets, in Queens County.

    Could Urbanowicz have meticulously measured and combined multiple 19th century maps to prepare a new, copyrightable map of 19th century NYC? While theoretically a possibility it would be a huge waste of time, when there would zero advantage to him not simply re-using one of those public domain 19th century maps.

    If World's Lamest Critic really were making this suggestion seriously I'd have to say it would be taking the precautionary principle far beyond what is reasonable.

    Note, all the names on the map are the 19th century names. For instance, what we now call "Roosevelt Island" is labeled "Blackwell's Island".

    Granted, the orange brown labels, and boundaries are almost certainly Urbanowicz's contribution, but, under US copyright law, it would require a "creative spark", which the orange-brown contributions don't add, for Urbanowicz to claim he established a new copyright for his derivative work. I think you may be missing the point, once again. The very first sentence in COM:PRP reads "Commons' users aim to build and maintain in good faith a repository of media files which to the best of our knowledge are free or freely-licensed". We do not know who drew the map. We do not know when the map was created. What we do know is that it appeared in a copyrighted publication.
