The person in the picture is not PKK millitant/guerilla. The picture has been removed from the source(flickr) due to license violation. Also the author does not exist.
The picture has been taken in Afghanistan in 2006. Here is original source of the image: http://www.theakforum.net/forums/14-general-discussion/136-afghanistan-pictures-huge-pics-56k-unfriendly.html License violation is reported to original author.

- While the reason for listing the file is ridiculous, since three of the four are already here and the last one is merely a blank square with added color, I don't oppose deletion since one of the flags predates the target date of the Wikipedia article and was corrected. - Hi, There is no freedom of panorama in France but the judges, in judgments, have not recognized copyright unless it shows the personality of the author. For me only the rear part of the building in pictures 01 and 02 can, eventually, be original enough. The rest is very common for new buildings in France. Regards. We can use/reuse the image, but there is no (communicated) allowance to edit the image, so we miss an important part of the license for this image, and therefor we can not use it. - The pictures are very similar, but not the same. In fact they have a different perspective. This can be seen closely watching the roof of the cathedral. Looking at my photo, you can see that the line that runs through the upper part of the roof and the line that runs through the upper apex of the left wall fit together on the same line. Comment The file currently on top of the stack has no metadata from a camera, only the indication that it was photoshopped from something else. An additional problem is that this image was uploaded at size 309 × 470 (124 KB), over an older image which was 1,840 × 2,665 (939 KB) and taken by another editor. Perhaps you were unaware that the older, larger version existed, but the size of this recent upload is too small. Do you have a larger file of this image where it would show better those roof lines you mention? Also, I'd like to ask the closing admin to consider how to handle the two stacked versions which are not the same file, nor do they have the same uploader. В законах об авторском праве Азербайджана, Белоруссии[2], Грузии, Казахстана, Киргизии, Латвии, Литвы, Таджикистана, Туркмении, Эстонии, а также Абхазии и НКР (но не Украины, Молдавии и Армении!) содержится аналогичный текст.
Согласно статье 1259 четвёртой части ГК РФ, «произведениями изобразительного искусства» считаются, среди прочего, произведения живописи, скульптуры, графики, дизайна, графические рассказы и комиксы.

In most countries, all paintings, sculpture, architecture, text, and other creative works have copyrights which last for 70 years after the death of the creator. An image of a work that is still under copyright is a derivative work, and infringes on the copyright so that we cannot usually keep the image on Commons. In some countries, there is a special exception to the copyright law which allows such images under certain circumstances. We call that exception freedom of panorama (FOP). - This deletion request is either inappropriate - or just plain wrong. The English article on Ernesto (the older Ernesto, the brother, not the son) shows the same man, same sweater, same location, same background, same race, but a pulled back shot that also includes his car and race number. Google finds many articles that confirm him as Ernesto Ceirano, third placed finisher of the Targa Florio.
- Ceirano (disambiguation) reveals a most complex Italian family that requires the power of Wikipedia to describe, so it is most likely that a French librarian/archivist, cataloguing an Italian driver of an Italian car in an obscure Italian race would have simply used the wrong brother's name, especially as Matteo Ceirano co-owned both the car and the company S.P.A. (automobile) that Ernesto was driving for.

The US has no Freedom of panorama for artworks and sculptures. Taking a photo of artworks and sculptures, even when publicly displayed, dose not end the copyright held by artist. Therefore the artworks and sculptures listed in Category:Statues at the Conference Center and Category:Art at the Conference Center need copyright info for the artworks and sculptures themselves. Since the Conference Center was build between 24 July 1997 and April 2000 it is highly unlikely that any of these are Public domain as the artwork and statues were most likely made after 1997:
- {{PD-US}} (Artworks and sculptures installed before 1923) - Dose not apply
- {{PD-US-no notice}} and {{PD-US-not renewed}} (Artworks and sculptures installed between 1923 and 1977) - Dose not apply
- {{PD-old}} (Artworks and sculptures artwork created by artist who died over 70 years ago) - Dose not apply
- {{PD-Art}} (2-d artwork only) - For artwork (2-d), Per PD-Art to use photos of artwork, the artwork must also be in the Public Domain (see above tags) - Dose not apply
Additionally, this makes both Category:Statues at the Conference Center and Category:Art at the Conference Center impossible to use, so they should also be deleted.
However, I admit that if the uploaders can supply the artist information, then perhaps some of these can be saved. - I acknowledge receipt of your comment and thank you for your vigilance. I was not aware of that when posting the images. The Freedom of panorama link you've graciously provided states, "For artworks, even if permanently installed in public places, the U.S. copyright law has no similar exception, and any publication of an image of a copyrighted artwork thus is subject to the approval of the copyright holder of the artwork". Mr. Matsubayashi appears to have been a professor at the University of Utah (see [4]). I have contacted the University for assistance. - Azerbaijan stamps are exempt from copyright: {{PD-AZ-exempt}}. There are no exceptions in the law that would allow to grant copyright protection to the specific stamp. Copyright notice just underlines the core issue with Russian, Soviet and post-Soviet stamps: they cannot be protected by copyright as a whole (this is by law), but parts of them can be (and most of the time are). There is nothing special about these stamps: Cheburashka is also protected by copyright (remember that the copyright notice is optional). - You are both saying that {{PD-AZ-exempt}} overrides the copyright notice. The notice means that those stamps are copyrighted in the US and therefore can not be hosted on Commons, because we need an image to be free both in the US and the country of origin.
- Note that such stamps with copyright notice are distinct and rare exceptions.

Besides that I don't see why stamps shall be PD in Azerbaijan from the given links except according unreferenced assertions, we need to know here if Azerbaijanian Government obtained the right from Disney to use these images on their stamps, and if this usage also puts the used images into PD.
