Intellectual property in Afghanistan

Following your inquiry about the current status of intellectual property in Afghanistan, I would like to inform you that the Parliament of Afghanistan passed a modern copyright law in 2008 [1]. Furthermore, Afghanistan has copyright relations with the United States since at least December 2017 [2] [3], and the country became a member of the Bern Union since 2 June 2018 [4].
Regarding your writings at the Village Pump about progress, I would like to say that I think joining international conventions has nothing to do with progress. I am an Iranian national. Iran is not a member of any international copyright conventions. While I very much like that my country joins the Berne Union and I actively campaign for it, I can understand why many people (including elites and intellectuals) oppose joining such agreements. They argue that we would be basically a copyright-importing country. Thus, we should pay high royalties to British, American and other Western publishers to obtain their permission, while we have virtually no products of our own to export. They argue that Westerners have colonized Eastern nations and have progressed through "plundering our riches." Now it is our turn to translate their valuable books and publications without paying a penny, and make progress at their expense.
