Dear Eugene,
I am the owner of the photography of the photography of Otto Toeplitz. The latter photography is open to the public at the University Bonn. Everyone can make a photography and use it at will.
The bar chart displays Otto Toeplitz' numbers given in
"Toeplitz O 1927, Das Problem der Universitaetsvorlesungen ueber Infinitesimalrechnung und ihrer Abgrenzung gegenueber der Infinitesimalrechnung an den hoeheren Schulen, in: Jahresbericht der Deutschen Mathematiker-Vereinigung, Leipzig: Teubner, 88-100.
Nothing questionable here.
Best regards,

Deletion of Belu~cawiki
[edit]Dear Eugene,
I disagree with the decision of delete 3 files.
First of all, I'M THE AUTHOR OF THREE PICTURES. In the past I'd some problems with authority of files that I'd published (I'd permission but they are photos of my group, no mine. I preferred to accept the decision to eliminate despite having authorization.). But now I ONLY PUBLISH PICTURES THAT I'M THE AUTHOR.
Secondly, I am one of the top leaders or boss of group Bestialots Espurnats and I've absolute permission to publish pictures of the group, so the picture “Figura de Llucifer dels Bestialots Espurnats” is authorized by the group. And the group Farfolla is a sister organization of us. We share place, meetings, organization of events... I've authorization to publish the file Drac Farfolla de la Sagrada Familia.
Thirdly, the Tiger Mosquito and the Farfolla's pictures have been long enough and there have been no complaints until I've added a new one.
Finally, I think those pictures are interesting to the world of devils and beasts of fire. There is a great tradition in Catalonia by the culture of fire and those photos are very useful.
It's possible that I didn't select the correct license because I'm noob, but I'm the author.
I hope your answer. Thank you.
The files are:

Deletion of FEVEFUSA.jpg
[edit]Dear Eugene, I received the authorization of Venezuelan Federation of Futsal for using the logo, with licensingCC-BY-SA-3.0 and GFDL. I sent this authorization to wikimedia commons e-mail, and I received the releasing for image uploading with licensing PD-textlogo y Trademarked (volunteer:Oscar José Costero)}. So, I received authorization of the rights holder and of a Wikimedia volunteer. Then, I uploaded the logo (https://commons.wikimedia.org/wiki/File:FEVEFUSA.jpg). What action must I to do to solve this trouble? I can to publish here the supporting e-mails. Best regards, --Jh0an1 Uzca73gu1 (talk) 09:57, 2 July 2016 (UTC)

Deleted pictures from Robert Gordon (writer and filmmaker)
[edit]Hello,
I am Robert Gordon's personal assistant, helping him to create a Wikipedia page.
Two of my uploaded images were deleted, but both images are directly from him, to me, for use on the Wikipedia page.
He wrote the book (image uploaded) and directed the movie (image uploaded).
How do I upload his images without them being deleted? What steps should I take to confirm that this won't happen again?
- Please ask him to send permission to Commons:OTRS (example: Commons:Email templates). Then you could ask help on Commons:OTRS/Noticeboard with permission review and images undeletion. --EugeneZelenko (talk) 15:23, 20 February 2016 (UTC)

David R. Jones (architect)
[edit]I've been researching David R. Jones for 30+ years. Over the years I've gotten some of his architectural drawings and this picture. As far as I know it is the only one in existence. When it was taken and by who, I'm sure will never be known. There is a picture of his in a Welsh article, but I didn't feel comfortable using that because of copyright laws. These are the only two pictures of him that I know of. I feel a picture is important in helping historians get a sense of who this man was.
- When subject died? May be this photo is in public domain because of time of creation as anonymous work? --EugeneZelenko (talk) 15:23, 21 February 2016 (UTC)

David R Jones (architect)
[edit]Thank you for your response. David R Jones died in 1915. The picture was taken circa 1905, I believe in Cambria Wisconsin USA. Because of the age and location of the photo, it should meet the criteria for a public domain picture. I would like to include it in the article as I think it would greatly enhance it. It would be nice if the reader would have a visual idea of what David R Jones looked like while reading about his life. Pacaland (talk) 22:33, 9 March 2016 (UTC)

Commons:Deletion requests/File
[edit]Bonjour,

Your nominations of simple logos
[edit]Why do you thing that Unused trivial logo. Should be in SVG if useful is a valid reason for deletion? Most of the files that you nominated for deletion are actually in use (like File:Fujifilm old logo.png transferred from the english Wikipedia, notable company), or, at least, properly categorised (File:Star Wars Black Russian Logo.png, categorised at Category:Star Wars). If you don't want to make more constructive contributions like making SVGs, please stop making these non-sense nominations. --Amitie 10g (talk) 18:21, 19 March 2016 (UTC)
- Even if logo is notable, it doesn't make sense to keep unused raster versions of it. You may not agree with my position, but it's your right to do so. --EugeneZelenko (talk) 18:46, 19 March 2016 (UTC)
- Then, double check if the file is actually used, specially if it was transferred (that are generally not used until it deleted at the local Wipipedia). As you as admin, should know that unused itself is not a valid reason for deletion, and neither policy forbids the existence of unused raster logos by itself; for that reason exist {{Convert to SVG}}, and if we follow your logic, Category:Images_that_should_use_vector_graphics would not exist (there are thousand of files that you could nominate following your logic).
- What about if the file is deleted at Wikipedia due was transferred to Commons, and it is deleted in Commons due your DRs? Wikipedia will lose the file, and the community will lose a historic logo. Some common sense please. --Amitie 10g (talk) 04:57, 20 March 2016 (UTC)
- Why they are blindly transmitted instead of calling of graphics specialist on English Wikipedia/Commons to recreate or attempt to find SVG version?
- I Use Global Usage Badges gadget before nominating.
- --EugeneZelenko (talk) 14:36, 20 March 2016 (UTC)
- Again, double and triple check the file usage. Today, you nominated two files in use (this and this). You should see not just the Global usage, but also the file history and the descriptions, specially for file transfers.
- Neither policy forbid to upload raster graphics, so your reasoning for deletion of graphics seems too weak for me; if the file illustrate something or is a logo of a notable company (like Fujifilm), is in scope, regadress if is or not in use. If you really want to do more productive actions with graphics, then, add the files to Category:Images that should use vector graphics, to leave the works to other users (like me) to make the SVGs, instead of getting rid them. --Amitie 10g (talk) 16:05, 1 April 2016 (UTC)
- Everybody could make mistakes, including me and software behind MediaWiki. --EugeneZelenko (talk) 14:16, 2 April 2016 (UTC)
https://en.wikipedia.org/wiki/S%26P_Dow_Jones_Indices#Awards https://en.wikipedia.org/wiki/Schlumberger
Commons:Deletion requests/Files uploaded by TeleTrade Cyprus.

Images are intended for educational and research use, and may be used for non-commercial purposes with appropriate attribution. Organizations and individuals seeking to use images for publication must assume all responsibility for identifying and satisfying any claimants of copyright. Nominations for deletion of my PDF files from Wikiversity
[edit]Hi. I had uploaded the following PDF files for my Wikiversity lesson assignment in my Master's degree program: 1. Checklist for procedural analysis.pdf 2. Sample inputs and outputs of procedural analysis.pdf

- So should I remove the PDFs from Wikiversity, upload them again on Wikimedia commons, and then link them again to my Wikiversity pages? Kbhalla-IU (talk) 20:19, 29 March 2016 (UTC)KamakshiBhalla
- No. You should create wiki-text (with content of PDF in question) on Wikiversity. --EugeneZelenko (talk) 14:17, 30 March 2016 (UTC)
- I have created Wiki text - that is, subpages under my lesson - containing the PDFs' content. So the PDFs I uploaded can be removed as per the nominations for deletion.Kbhalla-IU (talk) 19:54, 1 April 2016 (UTC)
- Please mention this on deletion request page. --EugeneZelenko (talk) 14:14, 2 April 2016 (UTC)

[edit]Media files I uploaded do not violate the copyright rules. They are contributed on the web-sites, and available for the public. updated license
[edit]Hello Eugene,
The book that you marked for deletion due to missing evidence of permission (https://commons.wikimedia.org/wiki/File:Mihail_Mihaylov.pdf) is now released with the proper license (see page 5 of the document). The images from the book (https://commons.wikimedia.org/wiki/File:Veliko_tyrnovo.jpg and https://commons.wikimedia.org/wiki/File:Mihail_mihaylov_conference.jpg) contain the same license and therefore should not be deleted. Please let me know if this is enough. — Preceding unsigned comment added by Psyantyst (talk • contribs)
- Commons doesn't accept non-commercial licenses. See Commons:License.
- Does all book contributors (author, photographer, artist) agree to license change?
- EugeneZelenko (talk) 14:04, 3 April 2016 (UTC)
- Yes, both authors agree to the license, but it has to be non-commercial. In that case the images and book cannot be published to Commons? It's ok to move the book somewhere else, but how can I display the images in the article then? — Preceding unsigned comment added by Psyantyst (talk • contribs)
- (talk page stalker) @Psyantyst: Then it is not allowed on Commons, because it has to be free for any purpose, including commercially. You may upload it on the English Wikipedia as fair use however. ★ Poké95 12:23, 5 April 2016 (UTC)

Blickensderfer typewriter keyboard layout
[edit]User:Martinwill2 Hello Eugene:
Re my recent upload of a typewriter keyboard layout I don't understand why you are recommending it for deletion.
I am puzzled by the request to delete my Blickensderfer keyboard layout diagram Deletion requests/File:BlickLayout.qpw.pdf and don't know all the intricacies of communication with the person who reviewed it, Eugene Zelenko. What I have is an early Blickensderfer 7 made prior to February 04, 1897, with a DHIATENSOR keyboard that is not shown in Wikipedia and is different from the American version. Blickensderfer opened the London location early in 1897, and made Blickensderfer typewriters for the English market there. The keyboard layout I have is different than anything I've seen on other Blickensderfer typewriter-related sites or the most often cited book about the Blickensderfer history. None of the photos I've seen or keyboard layouts I've seen have the layout of my typewriter, which has the fractions 1/8, 1/4, 3/8, 1/2, 5/8, 3/4, and 7/8 in the FIG shift, along with the English pound £ symbol. As it has an early serial number, 13277 B, which predates the number in the Blickensderfer serial number table, entry "1897 FEB 04 Serial No. 14053" it is possibly an early prototype of the "London Blick". I bought it from a friend in Saffron Walden, Essex, England back in 1956 before I went to college in 1957. Since there probably aren't all that many London Blicks around, it might be a keyboard layout of little utility, but possibly of significant interest to antique typewriter collectors. The file I uploaded is a pdf file (the .qpw conveys that it was created in a Quattro Pro Worksheet). If you would prefer a different format, it could easily be converted. I think it is of enough historical importance to be retained in the Blickensderfer history and/or the articles about early typewriters or about keyboard layouts. I could also upload a photograph of the typewriter if you would prefer that, but some of the key tops are worn and you may not be able to make out what the symbols are just from the photograph.
- Please read w:en:Scalable Vector Graphics and w:en:Raster graphics to understand reason for deletion. It'll be much better to recreate this image in SVG format. --EugeneZelenko (talk) 14:20, 28 April 2016 (UTC)

pold1 deletion of figures
[edit]Hi,
I got your message on deletion of figures. Are these all extra figures that I had uploaded and not used? I am new to this and was not able to understand. As long as you are not deleting any of the figures in the actual article, I am fine with it. Please confirm.

--EugeneZelenko (talk) 14:05, 29 April 2016 (UTC)

--EugeneZelenko (talk) 14:00, 3 May 2016 (UTC)
MisterXS (talk) 14:20, 3 May 2016 (UTC)
Commons. --EugeneZelenko (talk) 14:22, 3 May 2016 (UTC)
MisterXS (talk) 14:45, 3 May 2016 (UTC)

File:Uc color 01.png - Por favor no recree imágenes suprimidas / Don't recreate deleted images
[edit]Hello EugeneZelenko, you sent me the warning that I've recreated a deleted image, but the truth is that I didn't do it, another user who is helping me to solve the copyright issue with the image (for the University where I work) did it. The user who is helping me is Jarekt. You can see the discussion (talk) to see all the talks that we have had so far. The thing is, as I said before, that I didn't recreated anything, Jarekt did it because I ask him for help to upload the information about the trademark laws, so he recreated to allow me to complete the copyright info. I am new in Wikipedia, so I don't know what to do... Jarekt deleted the file, then he recreated it and now you delete it again, and you are warning me that I could lost the privilege to edit content. What should I do?
- This logo is non-trivial and looks very modern. I highly doubt that it's in public domain or released under terms of free license compatible with Commons:Licensing. However you could upload such logos locally in projects which allow non-free files, like English Wikipedia. --EugeneZelenko (talk) 14:01, 4 May 2016 (UTC)
- EugeneZelenko Ok. I understand your point, but how can I put the real public domain tag or the free license tag if you deleted the image and you are warning me that if I do it again I could lost the privilege to edit content... can you upload the image again to fix the problem and put the right license tag? -- Alejandro Figueroa Escobar (talk) 16:00, 9 May 2016 (UTC)
- Could you please explain why do you think that this image is in public domain? Using random license tag will not make image free. --EugeneZelenko (talk) 14:11, 10 May 2016 (UTC)
--Беспристраст (talk) 15:05, 5 May 2016 (UTC)
--EugeneZelenko (talk) 14:05, 6 May 2016 (UTC)
--Беспристраст (talk) 15:09, 11 May 2016 (UTC)

- EugeneZelenko (talk) 14:02, 13 May 2016 (UTC)

Re: SVG (Scalable Vector Graphics)
[edit]reply for this post I uploaded earlier SVG images, but unfortunetly they didn't look good – shapes and letters on that images was moved and this image was completly crashed and unreadable. So I decided to upload in PDF format, bacause this is stil vector graphic (unlike PNG or JPG) and images is not distorted after upload to commons.wikimedia.org. The SVG images that I upload earlier are now deleted because they was crashed ang ureadable. I use inkscape 0.91 to edit images. Ololuki (talk) 12:43, 7 May 2016 (UTC)

[edit]The photo maden by me due to my search via Internet. It is Internet search to confirm that ship's name and city name НЕЖИН was written in another manner as Nezshin and not as Nezhin today. I tried to prove it before and only by this search it possible and I afraid that later will not possible to confirm that same. It why this photo placed in article SS Nezhin as if later this search will not possible to do can be will not possible to prove that the ships with Russian name НЕЖИН (built in XIX century) was named on NEZSHIN on English. And Soviet ship НЕЖИН (built in 1954) had nema NEGIN or NEZSHIN before 1974. It delete this confirmation - somebody will delete again the part of text in article SS Nezhin due to absent confirmation. One time I already wrote the same text about and the text was deleted due to confirmation absent. Now the confirmation present, but declared to be deleted. What to do??? How to confirm???

Commons:Deletion requests/Files uploaded by Грищук ЮН
Грищук ЮН (talk) 10:01, 14 May 2016 (UTC)

Adding Public Domain to inserted pictures
[edit]Eugene - First time contributor. Struggling to update copyright categorization of the images I uploaded. Any advice as I find the system not very intuitive. The images uploaded where published in our club's member-only publication "Foreward Press" back in 1954. Any advice would be greatly appreciated.
- But in which country? Are photographers known? Photos are likely to be in public domain. See Commons:Copyright rules by territory. --EugeneZelenko (talk) 14:13, 6 June 2016 (UTC)

I'm a little surprised by this because IIRC this image had an OTRS permissions ticket attached. I queried that myself since it seemed unlikely that Anheuser-Busch wanted to give us permission to alter and redistribute it, but was told it was valid. 2001:630:212:238:222:4DFF:FE69:DE59 14:24, 15 June 2016 (UTC)

--EugeneZelenko (talk) 13:51, 22 June 2016 (UTC)
Laurent-Joseph Murith
[edit]Hello,
We were informed that you consider deleting the three visual documents that we registered on the new page Laurent-Joseph Murith. We do appreciate your vigilance. However, we, as Grand-Saint-Bernard hospice, museum and congregation, hold the copyright on these three images. What other information do you need?
Best regards,

File:Logo umg new small.jpg
[edit]Hi, regarding the logo - I want to use it to illustrate the page about UMG that operates out of Ukraine. As there's also a UMG - Universal Music Group, the logo could prevent misrepresentation of the company. If the logo should be in SVG, I can re-upload it. Sorry that I made some mistakes along the way.
- SVG is much better format for such images. But is this company really notable? --EugeneZelenko (talk) 13:55, 26 June 2016 (UTC)
- @EugeneZelenko: UMG (former name United Minerals Group) is a leading company that invests in production of clay, dolomite, flux, trades in rare gas and microsphere (by-product of coal burning power plants). The company operates on the global market and is well-known among professionals. It has about 4 000 employees. Its profit in 2015 was $76 mln. So I wold say the company is a major employer in Ukraine and significant player in national economy. Because of that UMG is definitely notable and should have a correct logo on Wiki. At the moment, when I'm trying to re-upload a new SVG, the error is as follows: File extension ".jpg" does not match the detected MIME type of the file (image/svg+xml)." What should I do? Thanks for the answer.
- Frankly, there are plenty of such companies around. .svg is correct extension for files in SVG format. --EugeneZelenko (talk) 14:04, 27 June 2016 (UTC)
- @EugeneZelenko: I doubt that in Ukraine there are "plenty" of companies of this scale and area of operations. Actually only UMG trades in microsphere. Leaving that behind, Wikipedia and Wikicommons have plenty of categories for entries that have smth in common but are unique (industries, universities etc.). Some are also quite local and not all readers are familiar with them. I still believe that UMG deserves its own entry. Possibly you could guide me to notability criteria because right now it's your personal opinion against mine. Regarding the SVG, I know what the extension should be. I believe, the problem is because I want to replace .jpg with .svg; the file name states File:Logo umg new small.jpg and cannot be changed. Please, any advice re uploading the correct file and the status of this ticket?

deleting picture "The Swallows.pdf" user Daantje
[edit]I see the picture "The Swallows.pdf" I uploaded has been deleted. The copyright owner "Laurentius Van Acker" asked me personaly to upload the picture to wikimedia. It's him who told me that the pictures has dissapeared. He is not so happy.
here the text of his mail (in dutch):
"Danny , die foto van ons is verdwenen. Was mijn eigendom , dus rechten vrij. Heb je hem nog ??? Mvg , l.V."
What must be done in order to get the pictured republished? I can send contact info of the copyright owner. ps: I can't reach my account "Daantje" anymore, I don't know what happened, probably forgot my password.
For the 2 other pictures I will ask written permission from the wopyright holders, because also there I had explicit permission from the copyright holder to publish on wikimedia.

Dear EugeneZelenko,
I see you deleted my own illustrations. And you claim that I do not have copyright to my own work..? :o Yes, they are my very own works, that I did by readers' requests especially to describe the emergency communications system of the wiki page!
Now you really did delete them..? I have clearly stated my ownership and copyright to them. In any country, written copyright marking is official and lawful. I have signed them clearly with my own name, as added with my unique international radio amateur callsign OH7HJ.
Because those illustrations are inarguably my own there must be some other reason you are deleting them? Only one that comes in mind is harassing other people's work..! Don't you really have anything useful to do except keep harming wiki contributors' work..?

Deletion of IZOT1036C.jpg
[edit]Dear Eugene, 1. Thank you for the e-mail and I am happy to discuss this picture with you. At least to write to someone ... . 2. I am the inventor of this machine - most of the patents of this machine are mine (well, except one). I was there when this picture was taken. If you go to the Bulgarian wikipedia you can read the story. https://bg.wikipedia.org/wiki/%D0%98%D0%B7%D0%BE%D1%82_1036C 3. This is the only (repeat, the only) existing picture of IZOT 1036C. The magazine does not exist for more then 20 years. Actually I do not know for how many years, after the fall of communism in Bulgaria many places were closed and you know how was then - no one cared about rights, patents, intellectual property. The intellectual property was owned by the government and every could use it for free. 4. I tried to find out someone that holds the rights and I could not. In attempt to preserve what is left after the communism in Bulgaria, enthusiasts are scanning all the volumes of this magazine and I asked them. The answer was "you are the inventor, it is your right to use it, there is no one here". I will be very happy if I find someone to ask for permissions. That is why I decided to take a punt and to publish it, correctly pointing out the source of the picture. 5. To make the things worse ... I have been contacted by Denis Kusch, a collector of vintage electronics from Sankt Petersburg, who asked me about IZOT 1036C. It appeared that in Russia people are talking about IZOT 1036C, but in fact it is never sold there. In Russia has been sold IZOT 1037C rebadged as IZOT 1036C and the original IZOT 1036C (on the picture) has been quietly stopped from manufacturing. So, Denis could not help me. He took some pictures of boards for me, but from the computer itself there is no trace. 6. I contacted the factory in Veliko Turnovo. The general manager remembered the computer, but that was it. There is nothing left. The factory now is a property of a Swedish company. 7. In short, from the prospective of rights, I think I did the right thing - pointed out the source. I do not know who else to ask. However, having in mind that in communism the intellectual property was owned by the government and free to use, I will be grateful if you suggest something or an exemption is made and if someone pops up then we will deal with the matter. 8. I checked again. It seems the magazine is closed down Aug-Sept. 2002. http://knigi.tor2.org/?b=4605617

- Eugene, Thank you for your advise. Article 10 entitled "Copyright over periodicals and encyclopedias" of the Bulgarian Copyright law states that the copyright over periodicals and encyclopedias belong to the publisher (in this case the magazine)and in the second sentence it is stated that the copyrights over the included parts that are literature, art and science belong to the authors. Since I am a recognized inventor of this machine and if we consider computer design as science, it seems that I have copyrights over this picture. Will you please advise further. 101.167.13.58 10:52, 16 July 2016 (UTC)
- Sorry, to photo copyrights belong to publisher or photographer. I'm not sure what you developed, but patents are usually used for intellectual property protection in industrial design. --EugeneZelenko (talk) 13:58, 16 July 2016 (UTC)
- Eugene, what you say is true ... if the photographer claims the picture in compliance with the Bulgarian Copyright Law from 1993. The picture is taken in 1985 and it is not claimed, i.e. anonymous, there is no name of the photographer on the picture. In good faith, I sent you the link of all volumes of the magazine from 1945-2002. So, if you have a good will, you can download the volume and see by yourself. The Bulgarian Copyright Law from 1993 is not retrospective and the picture falls under the ruling of the Bulgarian Copyright Law from 1970 (this law was introduced to make the TV shows and the movies paid, before that they were for free in compliance with the Bulgarian Copyright Law from 1950). Again in good faith, I not only quote the magazine, but also apply retrospective principle by referring to article 10 of the Bulgarian Copyright Law from 1993, nevertheless it is not applicable in this case. Since the picture is not claimed, the owner is the publisher! On the top of this the publisher does not exist for 15 years ... And on the top of the top, the publisher is government owned. In compliance with article 10 the picture is art, the computer is science ... the computer is the content of the picture, and as such it becomes part of the volume. You cannot blindly apply contemporary laws to objects created in completely different legal environment. There must be a common sense ... Today, if a photographer wants to take a picture there will be a contract and the copyright will a clause in it. Back in 1985, in the eastern block there were no contracts, contracts between who - the government and the government? There were no patents, there were "авторско свидетелство". Again the government is the owner.

If you diligently want to know what IZOT 1036C is and what I developed, please read the article. I sent you the link, and you will get it if you want. To make it short, what I developed became part of the Pentium processor 8 years later (this is a fact). Did you use it? In respect to your work I will try to contact the Ministry of Telecommunications in Bulgaria. It seems this magazine has been part of its structure and let you know.101.167.13.58 01:46, 17 July 2016 (UTC)
- Eugene, I sent an e-mail to the director of the Bulgarian Copyright Agency. Please send me an e-mail if you like to receive a copy of the correspondence. FYI, if a photographer takes a picture of you for an advertisement for a company X, then the company will ask you a signed permission and then the company will negotiate the rights with the photographer. Be sure for product adds (what actually is the picture in the argument) no copyright permissions will be given to the magazine and the photographer. This is how it is today. - In many countries (including ex-USSR) changes in copyrights laws were retroactive (i. e. affected works created before date when new law will come into effect). As far as I could judge from Commons:Copyright rules by territory#Bulgaria, same was in Bulgaria (there is no special templates with Bulgarian law specific, {{PD-BG-exempt}} could not be applied to photos).
- It's good idea to find out story of publisher. Its assets could be privatized (usual story in ex-USSR) or acquired by other legal entity.
- EugeneZelenko (talk) 14:24, 17 July 2016 (UTC)
- Eugene, today I had a phone conversation with George Damjanov (director of the Bulgarian Copyright Agency) regarding the picture (the contact is on this website http://mc.government.bg/page.php?p=52&s=57&sp=0&t=0&z=0). He was very polite and helpful and I guess you can contact him directly. Now, regarding the Bulgarian Copyright Law 1993 Mr. Damjanov confirmed that the law is not retrospective and cannot be applied to object taken before 1993 as it is in this case. Regarding the photo - even if we ignore that the law is not retrospective and apply it to this photo from 1985, the photo it is not a portrait and under article 13 of the law it cannot be considered as property of the photographer. The Bulgarian Copyright Law 1993 is on this website - https://bg.wikisource.org/wiki/%D0%97%D0%B0%D0%BA%D0%BE%D0%BD_%D0%B7%D0%B0_%D0%B0%D0%B2%D1%82%D0%BE%D1%80%D1%81%D0%BA%D0%BE%D1%82%D0%BE_%D0%BF%D1%80%D0%B0%D0%B2%D0%BE_%D0%B8_%D1%81%D1%80%D0%BE%D0%B4%D0%BD%D0%B8%D1%82%D0%B5_%D0%BC%D1%83_%D0%BF%D1%80%D0%B0%D0%B2%D0%B0#.D0.94.D1.8F.D0.BB_.D1.87.D0.B5.D1.82.D0.B2.D1.8A.D1.80.D1.82.D0.B8._.D0.9F.D0.A0.D0.98.D0.9B.D0.9E.D0.96.D0.98.D0.9C_.D0.97.D0.90.D0.9A.D0.9E.D0.9D -
- Eugene, I sent an e-mail to the director of the Bulgarian Copyright Agency. Back in 1985 in communism ... we will see how they will comment, if comment at all ... who knows.101.167.13.58 10:07, 17 July 2016 (UTC)
The article 13 is the only article discussing photography. It makes clear difference between art and photography. Under article 13, the only form of photography where the photographer has negotiable copyrights is a portrait of a human. The ownership is a matter of negotiation between the photographer and the man on the portrait. Mr. Damjanov confirmed that the magazine is closed (it is not privatized), the ministry of telecommunications is closed (reorganization), the company that manufactured the computer is closed (not privatized), the photo is anonymous (no name of the photographer), the photo is low quality, the photo is not a portrait (the photo is part of advertisement of a computer), therefore the photograph does not have commercial value and there is no problem this photo to be used for free. I believe, contacting the copyright authority in Bulgaria on the highest level, I did my very best to assist you taking informed decision. However, I guess you prefer to have something in writing and that is why I asked the Director of the Bulgarian Copyright Agency to answer my e-mail and to confirm the outcomes of our conversation. As far I receive this e-mail I will try to pass it to you (I received a postmaster e-mail to inform me my e-mail is delayed, that is why I picked up the phone and contacted Mr. George Damjanov). In the mean time please, feel free to contact him and have your own investigation, if you like. I guess you may commence the conversation in Russian or in English. If your decision is in my favor please advise how to fix the license field and what type of license you will recommend.
Finally, in all countries of the former eastern block the new copyright laws are not retrospective (it seems you are a young guy). These laws are introduced because of the computer programs. Imagine they are retrospective. Now can you imagine how many law suits should be filed for copied software products and how much money should be payed for that. Can you imagine? During the communism USSR impose reverse engineering on all eastern countries. If product was not copied from IBM or DEC the USSR did not buy it (read about Единная Система). Please, do not touch me on this matter. Please!!!!101.167.13.58 10:12, 18 July 2016 (UTC)— Preceding unsigned comment was added by 101.167.13.58 (talk) 09:58, 18 July 2016 (UTC)
- As far as I know, copyrights laws of Belarus, Russia and Ukraine are retrospective. In Russia even twice, when it extended term of protection from 50 to 70 years.
- I know situation with software in ex-USSR pretty well on my own experience :-)
- EugeneZelenko (talk) 13:58, 18 July 2016 (UTC)
- Eugene, I think there is a misunderstanding in our discussion. All new copyright laws in the eastern block are retrospective regarding already protected items of literature and art. In other words, the period of protection is extended (with break or without a break, does not matter). From this prospective you are right and I agree with you. When I am talking retrospective I mean that the new law does not protect items with a back date - for example, the software. In the case of this discussion, the photo we discuss has not been protected before as an isolated item, because it is not a portrait of a human and obviously, it is not protected under article 13 of the new law. Hope, we came to a common ground.101.167.13.58 00:35, 19 July 2016 (UTC)
- I understand that situation may be different in different countries, but reference to courts (especially Supreme ones) decisions is only way to find real situation.
- In copyrights laws which I read, there were no segregation of photos by subject.

There is no segregation by subject. I do not believe you read any legal texts. I really doubt you even read what I am writing to you. If you really do read, then read this http://www.copyright.gov/title17/circ92.pdf carefully to understand what segregation means in US. What is visual art and what is not. Why advertisement (what the picture in the argument is) is not art. If you read this text and go across your talk, I believe, you will get ashamed. In article 13 of the Bulgarian Copyright Law clearly has a segregation by object. This photo is under the ruling of the Bulgarian Copyright law not under the Russian or American law. Why the Russian and the American Copyright laws are irrelevant in this case, please read the Bern Convention and the Universal convention. Because I do not believe you read any legal texts, I will translate for you article 13 of the Bulgarian Copyright law - article 13 states "The copyright over art or photography, that depicts another person belongs to the author of the art. The author and the depicted person may negotiate the condition of usage of the art." In the law there is no other article regarding photography. The law is logical matter. Why is the second sentence added to the article? The protect the human rights of the depicted person. In other words defense from "paparatzi". Now, imagine you and your friend go to the park for a walk. You see a beautiful tree and take a picture. From the same spot your friend takes a picture too. The two pictures are the same - the differences are minor. Is this picture protected under copyright law - no. Because of the equal opportunity principle. In my case the picture itself is not protected by the law (like the tree), the volume of the magazine is. The magazine is closed, the ministry is closed the whole computer industry is wiped off (for 6 months in 1990). On the top of this the law is not retrospective. In other words, thing that have not been protected in 1985, stay unprotected by the law from 1993. This retrospective principle has not been discussed in the Russian Duma and in this sense the Russian or which ever Copyright law are not retrospective. What is discussed, is the term of protection of art and literature with or without break (regarding the 15 years protection). In other words to restore with back date the protection of art and literature with elapsed old term of protection (15 years) less the +70 years. I believe, this approach is the right thing to do. The law is not a dogma. See these two picture. The pictures are pretty much the same. The only difference - the second one is a USSR theft. Is that right? :)))
You suggest supreme court as a "solution". Without a plaintiff, without a complaint, without court procedure!?!?!?! That is why I think you are a young guy (only a youngster may suggest that :))) ). You have been given everything to make an informed decision. We are writing "Война и Мир" for nonsense - some wikipedia phantasies. (What if ... what if you kiss Alla Pugachova ... well, I think she will be on the moon. :))) ) I support my argument with articles from the Bulgarian Copyright Law. I am not interested in Russian or American Copyright law. Eugene, in the end, do whatever you want ... if you want to delete the picture, delete it ... if you want to keep the picture, keep it ... if you want to resolve the matter permanently, resolve it ... somehow. Hope, you do not get this offensive. However, this sort of expertise is too much for me. Vebar (talk) 22:35, 19 July 2016 (UTC)
- In Belarusian/Russian/Ukranian (and likely other ex-USSR countries) only photos are mentioned, and all of them had same term of protection. Retroactivity means that past works are protected in same way as works created after law come into affect. In this respect ex-USSR laws are different from USA one. In case of Russia, Supreme Court clarified that changes of terms of protection from 50 to 70 years are retroactive, so what was public domain, became copyrighted again. --EugeneZelenko (talk) 14:00, 20 July 2016 (UTC)
- We are talking Bulgaria (it is not ex-USSR). US/Russia/Belarus/Ukraine/Birma and anything else is irrelevant. The laws are different and you have to learn something different, something new. Publishing this photo on the Bulgarian wikipedia does not break the Bulgarian Copyright Law. The photo is unsigned, advertisement, not a portrait, not a visual art, no existent owner (the magazine is closed, the ministry is closed, the industry is wiped off), the Director of the Bulgarian Copyright Agency confirmed the photo is public property (not protected). And you proceed to insist what is in Belarus. Do I talk to a priest or to a wall? 101.167.13.58 20:53, 20 July 2016 (UTC)
Do you know what means "или экземпляре произведения"? Legal back door theft - if you find a anonymous photo you can claim it, i.e. you can put your name on "экземпляре произведения". In other words in Belarus copyright theft of anonymous art is legal.
This means that according to the Belarus law the magazine is representative of the author. With some fine details (the representative does not have the same rights as the owner) this matches the Bulgarian law.
The magazine is closed, the photo anonymous, there are no successors and what in Belarus will do? Lawfully steel the copyright in compliance with Cтатья 8/2 - claim property and do not show the source (who will prove you are not the author, the magazine is just representative and it is liquidated, and suddenly you are the author). Well in the west and in Bulgaria it becomes public property.
The whole Статья 35 legalizes pirate copies for personal use. — Preceding unsigned comment was added by 101.167.13.58 (talk) 00:03, 21 July 2016 (UTC)
Eugene, that is why I believe that you do not read legal texts, or if you read them you do not understand them. That is what I believe. 101.167.13.58 22:29, 20 July 2016 (UTC)
- Your examples are not very relevant. See article 5 (objects of copyrights law), article 20 (terms of protection) and article 21 (public domain). --EugeneZelenko (talk) 14:03, 21 July 2016 (UTC)
- The case is "ликвидация юридического лица" ... 12/2 ... no successor ... you again proved my point ... you do not get it. Read Bulgarian Law. Belarus is irrelevant!!! Capish? 101.167.13.58 19:32, 21 July 2016 (UTC)
- As I wrote in very beginning, entities may not disappear. Assets could be purchased (prvitized) by other entities. --EugeneZelenko (talk ) 13:57, 22 July 2016 (UTC)

- The assets are not privatized, they are liquidated (ликвидация юридического лица) and because the photo is anonymous there are no successors ("наследники"). There has been no sale. This is a fact, checked in the Bulgarian Copyright agency. The contacts have been submitted to you and you are lazy to check. In the "rules by territory" you have a very, very rudimentary template that is more misleading then helpful. 101.167.13.58 02:29, 23 July 2016 (UTC)
- We both express opinions what was happens with photographer and publisher. See also Commons:Project scope/Precautionary principle. Worst scenario should be considered. --EugeneZelenko (talk) 13:47, 23 July 2016 (UTC)
- You express opinions (you have very inventive understanding of the law). I express checked fact. In good will I submitted to you the contact to check, you refused to check the facts, too hard to do.101.167.13.58 23:25, 23 July 2016 (UTC)
- Now, regarding your fantastic claim that the Belorussian Copyright law is retrospective ... ... so, something created before the date of this law and not protected by the previous law (охрана никогда не предоставлялась) stay in the public domain. Can you explain why this sentence is in? I want to see how brave and honest you are. So retrospectivity in ex-USSR countries has two view points - first one is this one and the law is not retrospective and the second is restoring protection of literature and art, protected from the previous law with expired period of protection (previous +15) less then +50 and later +70 (to my opinion this fair). So, please do not keep talking bulshit. I do not stand bulshit artists.
- Lets close this discussion, since looks like we don't understand each other and arguments started to be repeated. --EugeneZelenko (talk) 14:01, 24 July 2016 (UTC)
- Agree, it is not worth talking to you. I understand you and understand the responsibility of the administrator, but a man on your age to demonstrate such rudimentary level of legal knowledge and to generated so much nonsense is disturbing.101.167.13.58 02:36, 25 July 2016 (UTC)

Is EugeneZelenko Harassing Copyright Owners by Deleting Wiki Article Images Randomly?
[edit]Dear EugeneZelenko,
I see you deleted my own illustrations.

- Regular process for dealing with logos and advertisement is sending permission to Commons:OTRS (example: Commons:Email templates). Then you could ask help on Commons:OTRS/Noticeboard with permission review and images undeletion.

About Copyright permission- File:Philippine-gold 04c.jpg
[edit]Eugene, this image with authors and sources is included when its uploaded here, the image was a public domain, the copyright have no restrictions on using it , I think i should add a public domain for non-owned image or should i still ask permission for the usage of the image, (first time contributor, not yet aware of various aspects of copyrights). (JournalmanManila (talk))
- Where photo's license statement could be found? Please note that public domain and Creative Commons are different terms. --EugeneZelenko (talk) 13:57, 8 August 2016 (UTC)

File:MAGALLANES LOGO.png
[edit]Hi EugeneZelenko. You just speedied File:MAGALLANES LOGO.png, but the page has been recreated by the uploader only there's no file. On Wikipedia, that would be tagged for speedy deletion per en:WP:F2, but I'm not sure what is done on Commons. Speedy deletion per G8? -- Marchjuly (talk) 14:30, 12 August 2016 (UTC)
- Thank you for notice! I deleted page.
- I think you could use {{Speedydelete}} with reason like misused page in File namespace.

ч. https://commons.wikimedia.org/wiki/File:%D0%9A%D0%B0%D1%80%D1%82%D0%B0_%D0%B1%D0%B0%D1%82%D0%B0%D1%80%D0%B5%D0%B8_%22%D0%90%D0%B2%D1%80%D0%BE%D1%80%D0%B0%22_%D1%81_3_%D0%BF%D0%BE_7_%D0%BE%D1%80%D1%83%D0%B4%D0%B8%D1%8F,_%D0%B2%D0%BA%D0%BB%D1%8E%D1%87%D0%B0%D1%8F_%D0%BA%D0%B8%D1%80%D1%85%D1%83_%D0%BD%D0%B0_%D0%B3.%D0%9A%D0%B8%D1%80%D1%85%D0%B3%D0%BE%D1%84..jpg?uselang=ru

Смотрите Commons:Copyright rules by territory. --EugeneZelenko (talk) 14:18, 15 August 2016 (UTC)
Airbus vs Boeing - Commercial airliners still in operation
[edit]All these Airliners Census have been posted online at some point in the past. For some reason, they are not available anymore or they have been moved to an unkonw place but, I was able to save them. All years, except for the ones I put recently, are available to the public. The references I added were posted by flightglobal so anyone could have access to it. I don't see why they should be removed. — Preceding unsigned comment added by Alainmoscoso (talk • contribs) 12:32, 15 August 2016 (UTC)

Images for deletion
[edit]Hi, I have uploaded several images recently and some are marked for deletion. I can confirm that I have either taken the images myself of have been granted the right to make them available. I'm not sure what proof I can provide (especially for those I've taken myself)! One image includes a collage of covers of singles by a musician - this may have copyright issues, although since I created the collage I'm not sure. I'm happy to delete that image but am not sure how to do so. Would much appreciate any guidance! Thanks in advance. — Preceding unsigned comment added by Anne mcivor 2 (talk • contribs) 18:45, 15 August 2016 (UTC)
- You could upload photos in original resolution with EXIF to confirm your authorship. --EugeneZelenko (talk) 13:57, 16 August 2016 (UTC)
Clarification about photos that I uploaded, nominated for deletion
[edit]Hi EugeneZelenko,
Hope this finds you well.
I would like to clarify that I got these photos from the family of Mr. Mahmoud Abo El Leil, who was a former minster and an Egyptiin lawyer. I created the arabic version of his page (https://ar.wikipedia.org/wiki/%D9%85%D8%AD%D9%85%D9%88%D8%AF_%D8%A3%D8%A8%D9%88_%D8%A7%D9%84%D9%84%D9%8A%D9%84) and I appreciate your understanding in keeping the photos.
Thank you for your understanding and looking forward to hearing from you. — Preceding unsigned comment added by Ahmedsahhar (talk • contribs) 22:19, 15 August 2016 (UTC)

- This collection looks like mix of official and private photos. You need to find out date of creation/publication/photographer information to find out if some of them in public domain (see Commons:Copyright rules by territory#Egypt. You need to get permission from author/copyright holder for photos which are not in public domain. See Commons:OTRS and Commons:Email templates. --EugeneZelenko (talk) 13:56, 16 August 2016 (UTC)
