Sorry, I am not expert on authors law, but this map was placed on public place, in shop window of one from many turistic shops in Buggiba and I do not think, that this peace of paper is protected by any author rights. And also, there are another similar maps here in Malta Maps page: (https://commons.wikimedia.org/wiki/File:Malte_carte_r%C3%A9seau_de_bus.JPG), where this could be the same problem and nobody cares.

I don't see any name attached to this picture or anywhere it has been used therefore I assume you are wrong. How do you know that this setup is not assigned to him and etc etc? The image is from the administration of the Karbala Shrines, In Iraq the holy shrines such as the ones in Najaf, Karbala, Kazimayn, and Samarra are run by administrations that all operate under the central organization the Shiite Endowment. All the images I upload are taken by personal working for the Shiite Endowment, as they are the only ones allowed under regulations to bring cameras into the vicinity of the shrine and take photos. This means that all the photos I upload belong to the Administrations that work under the Shiite Endowment. The Shiite Endowment provides many services to the pilgrims and amongst these services are the high resolution photos they post on their sites. These images are allowed to be used by the general public with the understanding that the Endowment provides these services unconditionally to the pilgrims.

General statements about "alkafeel site" (I presume that means http://alkafeel.net/) are not useful unless you can provide a source link showing that the image actually comes from there. (I thought you said it came from http://www.imamali.net/?) I looked through the El-Abbas Holy Shrine gallery and couldn't find this photo, but maybe I missed something. Furthermore, the statement you quote above contradicts the site. The site has a copyright notice at the bottom of every page. The Arabic version also has an "All Rights Reserved" ("جميع الحقوق محفوظة") statement. Because of that, we would (in addition to the aforementioned source link) require a formal release statement. You are making this much more complicated than it is, the copyright at the bottom of the page does not refer to everything, the images are released to the public. They have already been kind enough to respond to my inquiries about their photos having no copyright, now you want me to have them issue an official legal written statement? I'm not making any rules here – this all comes down to Commons:Licensing. It is up to you as the uploader to provide verifiable source and copyright information. There is still no verifiable source information for this or any of the other photos, and the Creative Commons CC0 1.0 Universal Public Domain Dedication claims are clearly made up. Assuming for the sake of argument that alkafeel.net is the source site, the only verifiable copyright information on that site is the copyright notice I pointed to. There is nothing there to suggest that anything on the site is exempted from it. We have no way of verifying that the person who supposedly issued the statement has the right to release the photos into the public domain or that the quote is even accurate. I'm sorry if that sounds like an assumption of bad faith, but since you keep providing sources that simply don't check out, I have no choice but to take your other claims with a grain of salt. Case in point: File:Angled View of the Al Abbas Holy Shrine.jpg is not the same photo as http://alkafeel.net/english/photos/photo?id=2412. This file is my own work regarding the scanning. The original snapshot was taken by Laszlo Ikladi based on the request by Ferenc Sík who has paid for the taken pictures. Therefore Laszlo Ikladi transferred the rights to Ferenc Sík (except the right to show the name of the photographer). Because Ferenc Sík (my uncle - see my own wiki user page on hu.wikipedia.org) has died az 1995 the copyright transferred to his widow Veronika Sik, who gave me the right to share this photo on the Internet as a public domain file. On the other hand Ferenc Sík - who mentioned that this is the best photo of him - shared this photo on paper copies at the 80's-90's (I have 3 of them). And this photo can be found on the net at other places too, e.g.:

So, IMHO this is not an unclear copyright otherwise neither of the historical photos on the internet could be presented as a public domain.

And, without this picture, the next (examined, and found OK.) page would be much less informative:

I originally listed it for speedy deletion as copyvio of a football club website, but the uploader has said on the image's talk page that they have verbal permission from the copyright owner to use it, and the copyright notice on the website is just to stop outsiders using it. As this doesn't seem consistent with images hosted on Commons, but I wasn't sure whether it still quaifies as blatant copyvio, I'm listing it for discussion. The file i used for this photo was from the photographer.....but as when i uploaded the file it asked where the photo is from....the answer was its on the GNE website...but its not a link to the website....its a standalone photo, which just so happens to be also used on the website.....all the squad photos from history on this page are used on the GNE website....but they were on here first. Invalid OTRS-ticket. Permission comes from the subject and his statement why he is the copyrightholder is far from sufficiant. The source is Deviant Art which is a computer online art site. Thus we know the original creator is computer literate.   • The artist did reply yesterday, saying he'd been offline for 2 weeks (he's from India). He's still kind of interested but not ready to give formal permission. They are lovely images, as Ellin noted. I'm particularly taken with some of the size comparison ones.
