- I saw this message just now. Ford Madox Brown (1821 – 1893) was an English painter who past away 120 years ago. The deleted paint was painted about 150 years ago. There seems to be a problem regarding the description and/or licensing of this particular file. It has been found that you've added in the image's description only a Template that's not a license and although it provides useful informations about the image, it's not a valid license. Could you please resolve this problem, adding the license in the image linked above? You can edit the description page and change the text. Uploading a new version of the file does not change the description of the file. This page may give you more hints on which license to choose. Thank you.

Tip: Categorizing images

Thanks a lot for contributing to the Wikimedia Commons! Here's a tip to make your uploads more useful: Why not add some categories to describe them? This will help more people to find and use them.
Here's how:
1) If you're using the UploadWizard, you can add categories to each file when you describe it. Just click "more options" for the file and add the categories which make sense:
2) You can also pick the file from your list of uploads, edit the file description page, and manually add the category code at the end of the page.
[[Category:Category name]]
For example, if you are uploading a diagram showing the orbits of comets, you add the following code:
[[Category:Astronomical diagrams]]
[[Category:Comets]]
This will make the diagram show up in the categories "Astronomical diagrams" and "Comets".
When picking categories, try to choose a specific category ("Astronomical diagrams") over a generic one ("Illustrations").

The file was upload to the English wikipedia by User:S. Jähnichen (who is not exist anymore) in 16:26, 9 December 2005. [see here: http://en.wikipedia.org/wiki/File:Sleep_EEG_Stage_4.jpg].
I uploaded the file to "commons" a bit later. It was in 2005. Today I guess I would not do that. The creator of the photo, who is not in the English wikipedia anymore, explicitly stated, in the English wikipedia, he waives his rights. Indeed he did not write it in the usual format of "Commons". [see here: http://en.wikipedia.org/wiki/File:Sleep_EEG_Stage_4.jpg]
You are welcome to act in this case according to your discretion, and in accordance with the logic. :-) .

- Thank you for your reply, Danny. The problem is that you didn't mentioned a license tag for the image before. Every file has to have a source and a license, and it was missing a license at this file. Since you mention that the file was released into public domain by a user, the problem can be solved by adding public domain tag, like {{PD-user|name of the user}}. With base on the information that you provided now, S. Jähnichen wasn't the original uploader, it was MrSandman at the English Wikipedia, and the same file (File:Sleep EEG Stage 2.jpg) was transferred to Commons by S. Jähnichen. Hi. I don't think that a dummy, painted with the pride colors, is considered as a copyrighted work. The colors of pride flag do symbolize pride and therefore presented during Montreal Pride Week, a lot of times, in many ways. This is one of these ways. There are no copyrights in the colors of the pride, painted on a dummy, in the pride week. This photo is an example of the richness of colors, especially the colors of Pride, in lovely Montreal, during the Pride Week. This is what the picture represents. Since there is no exclusivity on the pride colors and these colors have no copyright, and since this is done within the broader context of Pride Week, in my opinion this is not included among the definitions of a personal copyrighted creation.
