How and when to move things from one category to a newly started category...
[edit]To the left of the page, for every category page, there is a button labelled "Nominate category for discussion". When you click on it you open a dialogue box. You can put, in that dialogue box the reasons you think the current content of the old category belongs in a new category. I think this was one of your options when you thought the categorization of Category:Coast Guard of Yemen, and the categories under it, should be reorganized...
Alternately, you can place a {{Move}} template on the existing category.
The terrible problem with what you did -- EMPTYing the category you thought was mis-named is that empty categories are routinely deleted. And that absolutely should never happen with categories that have existed, and been useful. Why? It isn't only WMF people who use our categories. Third parties use them. Third parties bookmark them. If you use one of the STANDARD way to move images from one name to your preferred name, if other people agree your renaming makes sense, (1) a robot actually does the dirty work of moving the images - less work for you; and (2) a category redirect is left behind. This means that third parties, who bookmarked the old category name, don't get a 404.
So, in my opinion, you did this the wrong way. And I strongly encourage you to never do it again. Geo Swan (talk) 00:38, 11 February 2024 (UTC)

- In the countries where several coast guard organizations exist in parallel, thus there is a navigational template {{Countries of Asia|prefix=:Category:Coast guard of}} available. (The template works with case-sensitivity). At the same time, the coast guard of Yemen is called Yemen Coast Guard in English. - According to the statistics on the XTools, the files on the Commons that I uploaded and still exist are 1202, the deleted files are 52, and only 4.3% out of the total number of the files I uploaded. How and when to move things from one category to a newly started category...
[edit]隐世高人 routinely decides, on their sole judgement, that long-standing categories have bad names. While conclusions like that are completely reasonable, I've always thought the next step should be to either (1) initiate a discussion over renaming at cfd, or (2) use a {{Move}} template.
I brought this issue up at the Administrators' noticeboard, here.
They compound the problem with applying {{Speedy}} deletion requests to the long existing categories they just emptied, calling for their deletion because they are empty. Yes, by long-standing convention commons administrators do routinely delete empty categories. But I think this should not be done when someone has disruptively emptied a category that third parties may very well have bookmarked.
You deleted Category:Makut Rajakumarn (FF 433) (ship, 1971) which 隐世高人 recently emptied, and then called for its deletion, because it was now empty.
I am going to ping @User:Jeff G. and @User:Andy Dingley, who voiced opinions at AN.
Oh, they did the same with Category:Coast guards of Pakistan, Category:HTMS_Bhumibol_Adulyadej_(FFG-471), Category:HTMS Taksin (FFG 422), Category:HTMS Naresuan (FFG 421) and possibly other categories, recently.

- So where's the discussion of this to be, across the three locations that it's started at?
- I would support these renames (from what I've seen) as the pennant number as a disambiguator seems to be our regular practice for military ship naming, without needing the addition of '(ship)' suffices - and often we don't even use the pennant.
- So what should have happened here? Same rename, but with the old cat left as a redirect?
- Should speedy deletions of cats which have only just been emptied be actioned within hours? Of course not. But I say that all the time, I've said it to that admin more than once, and I already said it re: this particular issue in the earlier thread, before they were deleted.
