@Z1KA: I am not certain why you are requesting the renaming of a dynamic file to a static name--irrespective of the abuse filter issue. Part of that filter is picking up undesired change of scope of the file.  — billinghurst sDrewth 12:36, 1 July 2024 (UTC)

Because it is unnecessary to be dynamic due to the fact that there are more templates and files that use the old data. There are files for each election year (from 1996 to 2018) and it should be dynamic only for the mandate period (2022-2026). I can just upload new file and change it on every wikipedia project, but renaming it should be easier. Did you even read the reason? Z1KA (talk) 12:41, 1 July 2024 (UTC)

Whether you think that it is unnecessary or not is not a reason for you to request the rename of a file that specifically has been created to be dynamic. If you feel the need for the static version of the file, then go and create it. @Danielmarat1968: I would have thought that you would be considered a new user, hence why you tripped the filter. Typically new users uploading PDF files have been found to be uploading work under copyright. If you can suggest some words to make that clearer, then suggest away. @Danielmarat1968: You appear to be writing exclusively in English and documenting a street in Turners Falls, MA, so I am going to assume that you are also an American. Your works created in the US (and any other Berne signatory state) were copyrighted as soon as (after 1 March 1989 in the case of the US) each was fixed in a tangible medium of expression because that's when the US joined the Berne Convention, whether we liked it or not. Instead of doing that, you should have used the original {{Flickrreview}} tag. Please use CropTool for cropping, and consider using {{Extracted from}} and {{Image extracted}} or dFX to preserve source links. Update Cross-wiki upload filter (# 153)

To implement Commons:Village_pump/Proposals#Deactivate_cross-wiki_uploads_for_new_users, I think the following would be needed:

• If not: !("confirmed" in user_groups | "autopatrol" in user_rights)
• display: MediaWiki:Abusefilter-warning-cwuploads updated to (or a new message at MediaWiki:Abusefilter-warning-cwuploads-nonew) with something like:

As you haven't uploaded several files to Wikimedia Commons before, please use Special:UploadWizard. The Wizard will walk you through the process.

Well, changes need to be done in the interface there too. At Wikipedia, it should be possible to limit the number users who see the feature, but can't use it, but it's not entirely possible to handle it on (say) enwiki, as enwiki doesn't know if the user has uploaded to Commons or not. @ElParrax: Hi, and welcome. I am sorry to inform you that you have triggered Special:AbuseFilter/192 by trying to upload an mp3 file with insufficient rights. Too many people try to upload audio files that are still copyrighted by the authors, performers, recorders, publishing companies, etc. without proper licenses from those people. Please document fully the sources and licenses of your audio uploads, and request Autopatrol group membership at COM:RFR when you think you are ready (once you have made more than 500 useful non-botlike edits); having that should allow you to upload mp3 files. In the meantime, please reencode that and other audio into Vorbis or Opus and upload them with full documentation as .ogg files.
