- That exception applies to "a work bearing the name of a juridical person or other corporate body as that of its author" (Article 53(1), Copyright Act of Japan, translation by www.japaneselawtranslation.go.jp). In this case Japanese Government Railways ordered the artist to create the work and the artist supposedly licensed JGR to use the work, but the work clearly bear the name of Satomi (in the bottom left corner). Although the author of this image is unknown, "unknown" is not "anonymous". - I believe all these scans come from page 178 of Durruti in the Spanish Revolution, by Durruti's official biographer Abel Paz. There it says that the picture was taken on July 1927 in Paris, at the offices of w:fr:Le Libertaire, the main Anarchist magazine in France at that time. I have tried to find the archive of Le Libertaire online, to no aval. After having campaigned during months for the freedom of the three anarchists, one would think that a picture taken at their offices would be published at Le Libertaire, but if we need a proof, we don't have it yet.--QuimGil (talk) 09:37, 12 August 2014 (UTC)

This image is suspicious to me. It it looks like professional image, but it is the only one upload of this user. Then I found this [4] image on the company website. It is not exact the same image, the logo is in other place and there is a different magazine. For me it seems like the same basic photo is used in this case as basis for this two images. - Comment: When opening the new file version in Adobe Reader, it appears that the fair use content was "removed" by placing a white block over the fair use images. Adobe Reader allowed me to remove the white block, exposing the image underlying, thereby enabling me to create a free content derivative. If I understand correctly, this contravenes Commons policy. In addition, the phrase "Testing testing 123..." is overlaid onto the pages at least twice. - Keep Stefan, I'm at least as respectful of literary copyright as you are, but I'm not sure about these. Although presented in sentence form, they amount to lists of names (in the first and third cases) and lists of dimensions (in the second case). I think these would fail copyright in the USA -- I don't really have any idea about the TOO for literary works in Belgium, but I think we can keep them. . Jim . . . . Deleted some, kept some. All of the comments above ignore the Commons burden of proof. "No evidence that any permission is needed" is not sufficient. Commons requires that there be evidence that the subject is freely licensed. French law does not make any special provision for government works -- they have a copyright just as any private work does.
I am inclined to believe that the blank interior pages are below the ToO. However, those interior pages with text clearly have a copyright on the text. This image named "Indian police service logo" uploaded by user "Shabin.shebi" seems to be a copyright and policy violation of Wikimedia Commons. How is the user who has no previous history of images in Wikimedia come up with this image? Factually, this is an image which is owned by Ministry of Home Affairs of India "Interior Ministry". The federal department has not given any permission "written or otherwise" to use this image for upload or otherwise.
