According to its description page at en:wp, this image is taken from this webpage; while I can't find that image on that site now, it's obvious that the uploader here at Commons is not the copyright holder. All in all this particularly image is in the public domain: The Security and Privacy Notice (2.) says "Information presented on DefenseImagery.mil is considered public information and may be distributed or copied unless otherwise specified." The Terms of Use (3.) says "Copyright information can be found in the XMP data area in the data field labeled 'Rights'. Moreover the original source is (or was until it got superseded by http://www.defenseimagery.mil/index.html) a well known military webside AND an official one nonetheless. In other words: It's not very likely that this image is some not well licenced random image found on the web somewhere by some guy who is interested in something. The script text of this file says about this page "DATE MODIFIED: 10 Apr 2007"
    There are some possibilities for me: The image was made by a US spy -> PD-USGov. The image was made by a russian spy -> PD (because even the spy was not offially part of the US army but worked for this organisation). The image was made by russians and handed over for some reason during or after the cold war -> ? However, there are even images made by civilians on http://www.defenseimagery.mil/ which are also released into the public domain. So may this applies to this image as well. The rights field of this image says "RELEASED". So it's another image where you can't say for sure if it's a copyvio or not. But because it's an official military webside and because there is no other copyright information neither on the webpage nor in the files metadata or on the image itself I would go with a PD licence. Maybe a PD-USGov licence is not the best in this case.

The words "released" or "released to the public", in this context, simply mean that the image does not have a security classification -- that it is not "Confidential", "Secret", or some other category.      Jim . . . . Please! You're an Admin -- you know that the burden of proof is on the uploader, not the Admins. I don't have to prove that the Soviets supplied the image; people wanting to keep it must prove that it is properly licensed.
In American usage, the words "Courtesy of X" almost always mean that X supplied the image for use where found-- it does not say anything at all about the license except that one can assume that X gave permission to use it in that place. So, unless it can be shown that the Soviets gave the US government rights to re-license the image, it is a delete. Remember that the US government publishes many things that have copyrights because they belong to someone else -- the NASA site is full of them.      Jim . . . . Oh yes, it seems several things have been understood wrongly. It is right that the person that deletes the image must not prove anything, but if you say this image is "supplied" by the soviets and you use this for your deletion notice, then you have to explain where you have this information from. Because there is no proof for that and you didn't provide any, too. First, the uploader, in this case me, can and has proved that this image is in the public domain (see this argument: ...image is in the public domain: The Security and Privacy Notice (2.) says "Information presented on DefenseImagery.mil is considered public information and may be distributed or copied unless otherwise specified." The Terms of Use (3.) says "Copyright information can be found in the XMP data area in the data field labeled 'Rights'. The have a final clarification we must contact the US DoD or www.defenseimagery.mil.). Secondly, you are right with your argumentetation of what "Courtesy of X" means, but using this argumentation would mean that this image must be kept, because this book called "Soviet Military Power" is a official publication of the US military and it is in the public domain with all its illustrations (can be seen in this pdf file of this publication [on the top of page 2]). Aha. You are correct -- I did not understand the reference to Soviet Military Power. I have looked through the book briefly and I do not find any indication that it is PD -- I remind you again that the US Federal Government, particularly the military, publishes much material that is not PD because it comes from a source outside the government. The NASA web site is the best example we have on the Web. The best example I know on paper is almost all nautical charts published by NIMA (formerly the Defense Mapping Agency), because they are based in part on information from foreign government charts.
I note that the referenced copy of Soviet Military Power is the 1988 edition. The photograph is from the 1984 edition and is not in the illustration list for the 1988 edition -- I cannot find any reference to the SS-14 in the 1988 edition. I also see that a variety of illustrations in the 1988 edition are noted as copyrighted.
I think that another problem we have here is that there is a confusion between copyright status and secrecy status. These words:
"Information presented on DefenseImagery.mil is considered public information and may be distributed or copied unless otherwise specified"
for me, speak to secrecy status, not copyright status.

I am aware of everything you were talking about above. Forget about the defenseimagery.mil source, it is only the page where the best quality of this file can be found. Sorry for stating the "SMP 1988"-link: here is the correct one, first read page 3 of the pdf-file [lower tenth of side 3] and then page 27 of that page. The image caption refers to no other source, so PD-USGov applies because the remark on page 3 applies then and this means that the SS-14 image comes from any US-source. OK, now I agree. It is too bad that the 1984 edition does not have the same kind of list illustrations as the 1988 edition, with individual copyrights called out, but I think your evidence, together with the copyright acknowledgment at the very end of the document (which shows three individuals, none of them obviously a Soviet source) makes it reasonably clear that this is a PD image. Sculpted by Sonomyn Choimbol, born 1907. Studied 1943-46 in Moscow, last sculpture mentioned in that extlink dates to 1958. When did he die? Copyright term in Mongolia is 50 years p.m.a, so if he died before 1960 (unlikely, I know), the statue would be PD. If not, there's a whole category of images of this statue to consider. Neutral - Thanks for re-opening, Jim. It wasn't really about that, though. The map isn't particularly good: it's not vectorised, and I didn't bother to add references / quote my sources. It's just that the "two" users in common were socks of a chap who had been messing about with the English WP article on the Celts and apparently felt resentful toward contributors who disagreed with his edits; and I just couldn't really agree with the undertones of "personal fantasy" and "well known for his unorthodox material".  Comment I've checked other maps provided by you, but I couldn't find any "area definitions" on these maps, except for "equal interval block" notation on the Otamap. For example, "A-1" on the Otamap means most northwest area on their map, but it doesn't fit to real town blocks. I think such block definition is not useful, because it's hard enough to categorize arbitrary media without GPS tag, and hard to find media by block.
 
Therefore, I feel the needs for more clear "area definitions" which closely fit to real situations. Following is my proposal:
Akihabara north-west blocks : Akibamap A & B areas, a heart of Akihabara culture (may be).
definition: area located in the north of Kanda-Myojin Street and the west of JR Yamanote Line.
Akihabara south-west blocks : Akibamap D & E areas, old good Akihabara electric town.
definition: area located in the south of Kanda-Myojin Street and the west of JR Yamanote Line.
Akihabara north-east blocks : Akibamap C area, including Akihabara (Taito).
definition: area located in the north of Kanda-Myojin Street and the east of JR Yamanote Line.
Akihabara south-east blocks : Akibamap F area, including newly re-developed area near TX and Yodobashi.

  1. The aim of my new proposal is a sub-categorization by location under "Akihabara neighborhood" category. "Neighborhood" and "administrative area" are different thing. If you think administrative area is important, you can always categorize by yourself. But, don't interfere the neighborhood category, please.
  2. On my new proposal based on the Akibamap, GPS-tag are not always need to categorize media. In my experience, most photographs under Akihabara category contain always some hint to determine the location (i.e. signs, shops, exterior or interior of building, etc). If some media don't contain any location hints, these should be just left alone.

Multiple users are claiming this is a useless "exact duplicate". I would like a wider discussion, as I think it should be kept because it is in free format PNG, it is currently used over 288 times on many projects[6], it is helpful as a "lossless PNG of a photo for editing and archival" per COM:FT, it is not an "exact duplicate" (being in a different format and larger number of megabytes than the JPEG version), and it appears to be the largest square picture of the whole Earth available in free format PNG.   — Jeff G. ツ 17:19, 16 October 2010 (UTC)[reply]

 Delete - Inferior version of a featured picture. I don't see any reason to keep it. Please don't misquote people: no one is saying that its an "exact duplicate." The {{Duplicate}} tag also applies to a "scaled-down version" of another image. And this applies to this situation, because this image is an inferior version of File:The Earth seen from Apollo 17.jpg. Even if this PNG version has more MB, it is still a lot fuzzier. I have uploaded a new, higher-quality and higher-resolution image: apollo17_earth.tiff as contained by ftp://nssdcftp.gsfc.nasa.gov/photo_gallery/hi-res/planetary/earth/apollo17_earth.tiff.gz and losslessly converted to PNG using Paint.NET v3.5.5. None of the above votes apply to it (except for my keep, with most of the same reasons). Just because an image is higher resolution, does not automatically make it a better picture. Your new JPG may be from the original source, but it is poorly coloured and not really higher resolution...it just has more pixels and is thus fuzzier in appearance at full size. I'm strongly inclined to revert, as Tom's upload has much better processing, colour, and spot removal. Is anyone else strongly against such a reversion?  CommentI have examined the png and the jpg side by side at the pixel level and they appear very close to identical in the three places I examined. Since the jpg is one third the file size of the png, I suspect that it will be the image of choice for most people. It should certainly be the image in use on WMF projects, since bandwidth is an issue. I'm not sure, however, that I would bother to delete the png -- since we don't actually delete files, it saves nothing, and some users might prefer the format.     Jim . . . . Seems like a good "original" version to keep, but I still believe File:The Earth seen from Apollo 17.jpg is of higher quality and remains the more preferable version. The green limb of Earth in the new image is rather distracting, and at full resolution, the new image is quite a bit more grainy than the older jpg. The new image certainly has educational value, but for general purposes, I believe the jpg remains superior. Like I said before, higher resolution does not always equate to better quality. Too confusing

This deletion nomination is simply too confusing, and I suggest it be withdrawn. A 25 MB PNG was uploaded over an existing 18 MB one and shortly after the uploader nominates it for deletion? The 25 MB image is then reverted to the 18 MB because wikimedia would not display the thumbnail. I repeat my plea that users try hard not to upload over existing images. Use a separate file name, as has been suggested. Otherwise I would probably "!vote" keep if there was a PNG converted from a TIFF. I generally favour keeping all NASA images regardless of quality because I have seen historical images disappear or get photoshopped on the NASA site. But converting a JPEG to a PNG seems pointless unless the PNG is then modified in some way before uploading. -84user (talk) 12:08, 30 December 2010 (UTC)[reply]

This situation is relatively simple: the original NASA TIFF file is over-inflated and definitely not of extremely high quality, so the (minorly) lossy transfer to JPG is not a problem, and makes the file much easier to use downstream. To that extent, the PNG file here is redundant. It has no technical superiority over the JPG, and as Jeff G points out, he has hand-massaged the file to make it look better, so it isn't even the original archive version of the image. At the very least, I would suggest the Jeff G. version be deleted, reverting it back to the original version by Ævar Arnfjörð Bjarmason, which was what was nominated, and passed, as "Image of the Day" on two wikis. At most, and preferrably (in my opinion), it should be entirely deleted as superfluous to the JPG, which a redirect to the JPG inserted in its place so that the existing users of the image don't get a redlink. The original NASA archive version can then be uploaded under a separate filename in the name of preservation. In any case, consensus here seems very clear, and something should be done.
