- Checked using XTools and AAST.
- In contrast to the practice of counting MediaWiki namespace edits as admin actions for regular admins that used to be followed in the past, the policy is and was to count only "admin actions that are logged as such in the XTools adminstats tool". Therefore, similar to the last three runs, this run does not consider MediaWiki namespace edits as admin actions for regular admins.
- Redirect overwrite deletions and imports not requiring admin rights (e.g., file imports) are also not counted as admin actions according to the policy, as they technically do not require the "use of admin tools".
- Additional permissions are also subject to removal according to the policy.
- Admin actions for non-admin interface admins = MediaWiki namespace edits + Content model changes + Imports (requiring IA rights).
- Abuse filter, CommonsDelinker and KrinkleBot (no admin actions each) are exempt for being bot accounts.
- Inactive administrators will be notified via talk page message and email.

Despite the practice of retaining admin rights for those who became active after the inactivity notice but didn’t sign, I am boldly ending this practice. The current policy explicitly requires a signature, and I believe it is designed this way to clarify an admin’s willingness to continue their adminship. This requirement is also explicitly mentioned in the given user talk and email notices.
Another issue with the practice is the lack of clear criteria for defining "active." In some past instances, more than five admin actions were considered sufficient to count someone as active; in others, a single action was enough. Sometimes, even making edits was deemed sufficient to demonstrate activity.
In the current run, Otourly has made several edits and actions after the inactivity notice but no admin actions. Julo has made several admin actions immediately after the notice; likely indicating willingness to continue, and Leit has made three admin actions but they indicated to give up their admin rights back in January.
I believe exercising bureaucrat discretion to use different criteria in every run is unfair and controversial. Therefore, in line with ending the practice of counting MediaWiki namespace edits, I am adhering strictly to the policy and ending the flawed practice.
