There seems to be a problem regarding the description and/or licensing of this particular file. It has been found that you've added in the image's description only a Template that's not a license and although it provides useful informations about the image, it's not a valid license. Could you please resolve this problem, adding the license in the image linked above? You can edit the description page and change the text. Uploading a new version of the file does not change the description of the file. This page may give you more hints on which license to choose. Thank you.

- Thanks for the note. I am not an expert in Polish copyright law, but I think that anyone who wanted to be able to use this image freely would need to verify that the image did, in fact, come from an "official document" as defined by the Polish copyright law. The source given: "scanned in printout" does not give enough information. For example, which official document was scanned? From which Polish ministry or official body? - Hi SE7. To provide evidence of permission you should follow the steps outlined in the notice on the file page for an image nominated for deletion. For the images by Greg Hands for example, make sure the copyright holder sends an email to permissions-commons@wikimedia.org or allows you to forward an email by them that states what image (give the url) is released by whom (the copyright holder) under what specific license (acceptable licenses are at Commons:Licensing, the standard one of Wikipedia is the Creative Commons Attribution Share-Alike 3.0 Unported License). A practical template Ithat can be used for this is, I believe, the Declaration of consent for all enquiries. If you need help with explaining the terms to the copyright holder, check out Example requests for permission. Regarding File:Rahm Emmanuel and Michal Kaminski.jpg, you should specify the source (if it was published in a book or magazine, give name, date, page, photographer, publisher, why it is an "official documents, material", etc.) to provide evidence that the license applies.
