Obviously this image is not your own work but that of a French government department. You just made a digital slavish copy, so cannot claim to be the author and therefore cannot licence it as you wish. It may well be in the public domain if you can determine the author is dead 70+ years or unknown and published over 70 years ago. Where did it come from? Also it is not a stamp, which generally means postage stamps but a sort of identifying mark. I'm not sure how to categorise it but will look around. Cheers Ww2censor (talk) 14:59, 2 August 2018 (UTC)
Yeah, Sorry about that. The document in itself was made in 1986, Therefore making it in the public domain in the USA according to PD-US-1978-89, Would the template be appropriate for this type of document? Cth103 t (talk) 17:29, 2 August 2018 (UTC)
I have looked up in the U.S. Copyright Office database with the document name and any other related keywords and I couldn't find any records of it registered in the 5 years, Thank you Cth103 t (talk) 17:32, 2 August 2018 (UTC)
