Clarification for deprecation

Currently the template's deprecation notice says to use {{Cc-zero}}, with the implication that this is for when one wants to release their own work. I'd like to add clarification that if a user is uploading someone else's work that has been marked with a Public Domain Dedication, they may still use this template.

Requesting

{{Deprecated|Cc-zero}}

to be replaced with

{{Deprecated|note=For releasing your own work, use {{tl|Cc-zero}} instead. If an external copyright holder has applied the Public Domain Mark, {{tl|Cc-pd}} may still be used.}}

I noticed that Creative Commons recently redesigned their website, so now all the license pages look different. Apparently, somewhere in this process, their page for the CC Public Domain Dedication became a deadlink. I'm guessing they assumed they didn't need it anymore since it's been deprecated and its function has been superseded by {{Cc-zero}}. However, a link to the page is still necessary for older files.

Ergo, could someone please replace the link currently in use in the template with this archive link?: https://web.archive.org/web/20230926203737/https://creativecommons.org/licenses/publicdomain/
