Non-national level competitions with dedicated campaigns

These competitions get all support they need for infrastructure, including dedicated banners/campaigns where possible. Because they overlap with a national level competition above, they do not submit their winners to the international finale.

In this section the international organisers collected the local countries that showed some interest in participating, but where it didn't work out this year. Hopefully we can make it work in Wiki Loves Monuments 2019!
