New accurate map in SVG of the visa policy of the Democratic Republic of the Congo

Hello, I don't know if I'm on the right page, but I'm putting it here in doubt. Is it possible to create maps in the "SVG locator maps (location map scheme)" format for the States of Somalia? From what I see, this is one of the rare administrative subdivisions that does not yet have a map in this format. I've scoured my resources for a public domain version of this engraving, but I need help getting a free copy of this on to Wikimedia:

This collection of voyages consists of 127 parts, each having a special title page, separate pagination, and register. The voyages covering the period from 1246 to 1696 are arranged chronologically.
