All of these file are sourced to prisonexp.org/gallery and all of them were uploaded under a {{Cc-by-sa-4.0}} license. There's nothing on the source page that shows these have been released under such a license; moreover, it clearly states at the top of the webpage that "This page contains a gallery of images that can be viewed and downloaded without charge by journalists, educators, and others who wish to use the images for non-commercial purposes. " Commons doesn't accept "non-commercial licenses" as explained in COM:L which means that these cannot be kept unless the copyright holder of the images is willing to give their COM:CONSENT or it can be demonstrated that these images have indeed been released under a free license that Commons does accept. --Marchjuly (talk) 12:20, 19 August 2021 (UTC)[reply]
