This seems to just be photo taken for a news source, not a government work. Although the original link is dead, the "Author" section implies this, and a website hosting the original article shows that it was a photo taken for the news source through the credit on the side. This was a photo taken by a US Government employee for Voice of America. The article now appears offline, but I know well the difference between a phot credited to VOA and one credited to a news wire or other private service. This was credited to the VOA. If you are confused by VOA being a government agency, you might read up on the subject before deleting useful photos. T L Miles (talk) 23:09, 21 September 2014 (UTC)

- I risk my job for nothing if I don't delete the picture. My employer want's this, because he thinks he shares the copy right of the pic with me. And I like my job!^^ He thinks its no good advertising, to find the picture in wikipedia under the name Hans Bug, when he also has the copy right to use the pic for the company. - Delete as a courtesy. @Hans Bug: Here LuisV (WMF) clarified that "each individual owner can make licenses, publish the work,etc., without approval of the other", if the copyright is shared by more than one parties. I agree that a professional photographer may have the equipment to take a better quality photograph. My purpose in posting this photo was to document the alignment (based on plans of Frederick Law Olmsted and Calvert Vaux) where the tip of the tower of the Empire State Building precisely bisects the Civil War Memorial Arch in Brooklyn's Grand Army Plaza (more than 5 miles apart) at a 90-degree angle. The file uploader appears to have been semi-randomly noodling around with symbols, and unfortunately (without fully understanding what he was doing) he came up with one which could very easily be interpreted as an offensive anti-Christian hate symbol, or an offensive anti-Cao Dai hate symbol. Since this file appears to have no particular usefulness or definite function, and the uploader has not meaningfully responded to comments expressing concerns left on his user talk page, I think it would be overall best to delete a file whose positive usefulness is extremely murky and obscure, but whose negative aspects are unfortunately quite clear... - I don't think this is actually classified as a sculpture in Japanese law but as architecture, if that makes a difference. The Japanese Wikipedia article defines it as a "超高層ビル" (skyskraper/very tall building). This seems signifcant as the Statue of Liberty for example on the other hand is described as a "像" (statue). This seems very similar in use to the Statue of Liberty -- tourists can go up inside it, but there are clearly no living quarters in it. - I doubt it's a mistake. It's also referred to as a "建造物" (building, structure) in the opening paragraph. I can only speculate what the reason is - there's no discussion on the talk page. There might be living quarters for staff on the 1st floor of the Daikannon - there was certainly more than one room. You can see some views of part of the interior here. There were also some tax evasion stuff going on with the construction of this statue - I don't know if that might have had something to do with how it was classified.
