A source is given, but there is no proof that the author or copyright holder agreed to license the file under the given license. Please provide a link to an appropriate webpage with license information, or send an email with copy of a written permission to OTRS (permissions-commons@wikimedia.org).

Wikimedia Commons has a specific scope

Thank you for your contributions. Your image or other content was recently deleted, or will soon be deleted, in accordance with our process and policies, because it was not, or is not, within our scope. Please review our project scope, but in short, Commons is targeted at media files including photographs, diagrams, animations, music, spoken text and video clips. Wikimedia Commons does not contain text articles like encyclopedia articles, textbooks, news, word definitions and such. Each of these other kinds of content have their own projects: Wikipedia, Wikibooks, Wikisource, Wikinews, Wiktionary and Wikiquote.
If the content seems to fit the scope of one of those other projects, please consider contributing it there. If you think that the deletion was in error because the contribution really was in scope, you can appeal it at Commons:Undeletion requests, giving a reason why it fits our scope to help others evaluate the matter. File:DiP-Debut3.jpg may be deleted
[edit]DiP-Debut3.jpg which you uploaded has been tagged with {{OTRS pending}} for more than 30 days. This tag indicates that an email setting out permission to use the file was sent to the Volunteer Response Team. Unfortunately, we cannot find any record that such an email has been received, and accordingly the file remains without permission. Unless the Volunteer Response Team receives evidence that permission has been granted within 15 days of today's date, the file will be deleted. If you have already sent the permission, please re-send it to permissions-commons@wikimedia.org now. Please quote the file name ("DiP-Debut3.jpg") in your email. At the same time, please leave a message at the VRT noticeboard so that a volunteer can follow this up or contact a VRT member directly.

Your account will be renamed

The developer team at Wikimedia is making some changes to how accounts work, as part of our on-going efforts to provide new and better tools for our users like cross-wiki notifications. These changes will mean you have the same account name everywhere. This will let us give you new features that will help you edit and discuss better, and allow more flexible user permissions for tools. One of the side-effects of this is that user accounts will now have to be unique across all 900 Wikimedia wikis. See the announcement for more information.
Unfortunately, your account clashes with another account also called Kevin-Sheilds. To make sure that both of you can use all Wikimedia projects in future, we have reserved the name Kevin-Sheilds~commonswiki that only you will have. If you like it, you don't have to do anything. If you do not like it, you can pick out a different name.
Your account will still work as before, and you will be credited for all your edits made so far, but you will have to use the new account name when you log in.
