[edit]As Commons is a mere media repository it has no NPOV policy. However, if you think you can disprove a claim made in an image description, you may add a comment on the talk page, so that other users can discuss it and eventually correct the description.
Also, when changing alleged POV, you should not add your own POV and factual errors[1]. The All India Christian Council is not a Catholic institution but an ecumenical alliance of different Christian denominations.[2]

The image of the partly healed girl appeared the day after violence began in Orissa, India. We do not know who took the pic and touched it up. Presumably, she was miraculously half-healed within hours. This pic from a fully biased source is now used by a Priest in the Orissa violence Page for a POV against Hindus.
Your caption of the Pic cannot be substantiated except by the Christian Council.
