Wikimedia Commons does not accept fair use content.
We do this because Commons is a shared media repository. Downstream wikis have different policies based on local laws. Uses that are acceptable under US law, for example, may not be acceptable in many other countries with more restrictive rules. In addition, fair use is not compatible with our aim as a collection of freely distributable media files. Therefore, Commons cannot legally rely on fair use provisions. Non-free content that may be used with reference to fair use may be uploaded locally if your project allows this.

Tip: Categorizing images
Thanks a lot for contributing to the Wikimedia Commons! Here's a tip to make your uploads more useful: Why not add some categories to describe them? This will help more people to find and use them.
Here's how:
1) If you're using the UploadWizard, you can add categories to each file when you describe it. Just click "more options" for the file and add the categories which make sense:
2) You can also pick the file from your list of uploads, edit the file description page, and manually add the category code at the end of the page.

For example, if you are uploading a diagram showing the orbits of comets, you add the following code:

This will make the diagram show up in the categories "Astronomical diagrams" and "Comets".
When picking categories, try to choose a specific category ("Astronomical diagrams") over a generic one ("Illustrations").
Thanks again for your uploads! More information about categorization can be found in Commons:Categories, and don't hesitate to leave a note on the help desk.CategorizationBot (talk) 10:39, 7 March 2010 (UTC)

File:Jorge_Quiroga.jpg has been marked as a possible copyright violation. Wikimedia Commons only accepts free content—that is, images and other media files that can be used by anyone, for any purpose. Traditional copyright law does not grant these freedoms, and unless noted otherwise, everything you find on the web is copyrighted and not permitted here. For details on what is acceptable, please read Commons:Licensing. You may also find Commons:Copyright rules useful, or you can ask questions about Commons policies at the Commons:Help desk. If you are the copyright holder and the creator of the file, please read Commons:But it's my own work! for tips on how to provide evidence of that.
The file you added has been deleted. If you have written permission from the copyright holder, please have them send us a free license release via COM:VRT. If you believe that the deletion was not in accordance with policy, you may request undeletion. (It is not necessary to request undeletion if using VRT; the file will be automatically restored at the conclusion of the process.) Warning: Wikimedia Commons takes copyright violations very seriously and persistent violators will be blocked from editing.

See Commons:Licensing for the copyright policy on Wikimedia Commons, and Commons:Image casebook for some specific examples. Some other Wikimedia projects have different licensing policies. For example, the English Wikipedia allows fair use of sounds and photographs. This is not the case on Wikimedia Commons; "fair use" materials are not acceptable here.
Please make sure that you only upload educational content you have created yourself, those which are out of copyright, or those for which you have the required permission for the work to be used in all the ways described above. Please note that derivative works of copyrighted material are also considered copyrighted. Again, please read through Commons:Licensing, which is quite crucial, to understanding how Wikimedia Commons works. Thanks for your contribution, and please do leave me a message if you have further questions.Martin H. (talk) 03:56, 30 March 2010 (UTC)

Thanks for uploading File:Papandreau_Sr.jpg. This media is missing permission information. A source is given, but there is no proof that the author or copyright holder agreed to license the file under the given license. Please provide a link to an appropriate webpage with license information, or ask the author or copyright holder to send an email with copy of a written permission to VRT (permissions-commons@wikimedia.org). You may still be required to go through this procedure even if you are the author yourself; please see Commons:But it's my own work! for more details. After you emailed permission, you may replace the No permission since tag with on file description page. Alternatively, you may click on "Challenge speedy deletion" below the tag if you wish to provide an argument why evidence of permission is not necessary in this case.
Please see this page for more information on how to confirm permission, or if you would like to understand why we ask for permission when uploading work that is not your own, or work which has been previously published (regardless of whether it is your own). The file probably has been deleted. If you sent a permission, try to send it again after 14 days. Do not re-upload. When the VRT-member processes your mail, the file can be undeleted. Additionally you can request undeletion here, providing a link to the File-page on Commons where it was uploaded (:File:Papandreau_Sr.jpg ) and the above demanded information in your request. |

File:Giulio andreotti.jpg and others
The requirement on Commons is, that something is public domain or published under a free license by the copyright holder. The reuqirement for public domain is PD-old, that again requires that the photo is at least 70 years old. You cant upload photographs from the 1940s, 50s, 60s, with the stupid claim, that the author died 70 years ago - thats not possible. I will delete that nonsense. --Martin H. Critically evaluate Flickr licenses
|
File:Pieter_Botha.jpg has been marked as a copyright violation. You may have preserved the information shown on Flickr correctly when transferring the image here, but the Flickr uploader is not the copyright holder of this image. Either the image was created by someone else, or it is a derivative of someone else's work. As stated in Commons:Licensing, only the copyright holder may issue a license, so the one shown on Flickr is invalid.
Always remember to critically evaluate Flickr licenses. Photostreams with professional-looking photographs, album covers, posters, and images in a wide range of styles or quality taken by many different cameras often indicate that the Flickr uploader either does not understand or does not care about copyright matters. See Commons:Questionable Flickr images for a list of known bad Flickr users.

Also File:Hata12.jpg. What you tried here is called flickr washing, you tried to upload other peoples work to your flickr and license them. However, taking someone else property away does not make it your work and does not bring you in a legal position to license it so that anyone can reuse it for money making purposes. But that is what you did. Please pay a little more attention to intelectual property rights and dont just steal. --Martin H. (talk) 18:58, 10 September 2010 (UTC)

Critically evaluate Flickr licenses
|
File:Suarez.jpg has been marked as a copyright violation.

File:Udovenko Obuchi.jpg。

--Daffy123 00:59, 13 November 2011 (UTC)
国際連合は「They cannot be used for advertising, marketing or in ways which are inconsistent with the Organization's mission. UN photos cannot be altered, sold, redistributed or used to create derivative works」と言っています。
--Akirehateta (talk) 16:41, 19 November 2011 (UTC)
