files from the Press Information Bureau, Government of India

[edit]

All images are from the Indian Press Bureau (http://pib.nic.in/), and hosted here under a variety of claimed free licenses. The copyright(see here) is incompatible with a free licence. See the former discussion at Commons:Village pump/Copyright/Archive/2011/07#India Press Information Bureau images. Their release does not allow derivative works and restricts use in other ways. --Peripitus (talk) 00:07, 30 May 2014 (UTC)[reply]

Delete, together with Template:PD-India-PIB and everything on Special:WhatLinksHere/Template:PD-India-PIB. License is not free. Regards, --ChrisiPK (Talk|Contribs) 01:40, 30 May 2014 (UTC)[reply]
Delete Incompatible with any of our (Commons) free licenses. Fair use where applicable. --Hedwig in Washington (mail?) 01:45, 30 May 2014 (UTC)[reply]
Comment: Would it be possible to host these images with the PIB licence on Wikipedia? WP has copyrighted images, and does not have a requirement for re-use; only that we must have permission to host a copyrighted image. The PIB licence allows the image to be hosted for free, without permission, with attribution; which should cover WP's right to host the image. As an encyclopedia the "reproduce accurately and not used in a derogatory manner or in a misleading context" condition would be in line with our own policy. • We have a discussion (may be many) in VP earlier and the conclusion was:
"reproduce accurately and not used in a derogatory manner or in a misleading context" = a non copyright right warning (like about moral rights), which is perfectly acceptable in Commons.
But there is no explicit permission to make adaptations which is a must for our requirements. Otherwise even cropping is not possible.
I think Wikipedia also require explicit permission for adaptations. Jee 12:07, 1 June 2014 (UTC)[reply]
On Wikipedia these would just be copyrighted images that could only be hosted under the local rules for non-free content. I've only got experience on enwiki, and there the vast majority or all would be deleted as replaceable with free content that could be created. - Peripitus (talk) 12:11, 1 June 2014 (UTC)[reply]
Keep: As far as PIB said Material featured on this website may be reproduced free of charge and there is no need for any prior approval for using the content. Any media featured from it is free from their side, but it doesn't meet the free licenses of Wikipedia.

As there are many images in Wikipedia from PIB, I think a edited version of Template:PD-India-PIB with necessary details regarding their copyright will be suitable for those images. For example, in English Wikipedia, there is en:Template:Microsoft screenshot which is only applicable for screenshots of commercially-released computer software product of Microsoft. Hence, I think they must have a separate license tag other that that of Creative commons.  HPD   talk  12:10, 2 June 2014 (UTC)[reply]

The only PIB images visible on Wikipedia (I think) are the images here on commons, and there have been discussions on enwiki where it's been concluded that these images are not free. As are non-free by the standards Wikipedia uses and would have to meet the non-free content criteria and the associated guideline, which most of these would not - Peripitus (talk) 20:54, 2 June 2014 (UTC)[reply]
  •  Delete: The license only permits reproduction. It does not permit (and may explicitly forbid) the creation of derivative works. As the images are not under a free license, they cannot be hosted on Commons. --Carnildo (talk) 01:00, 3 June 2014 (UTC)[reply]
