The Civil Air Patrol (CAP) is not an entity of the United States federal government. It was chartered by an act of congress, but it is "a private, nonprofit corporation" (see CAP's own organization site). Congress has chartered universities, railroads, construction companies, banks, savings associations, credit unions, etc. Such a charter does not a federal government entity make. CAP is merely a section 501(c)(3) Organization. Federal entities do not need to file tax exemptions with the IRS (CAP does). Federal entities do not have notices like "Copyright © 2010 Civil Air Patrol National Headquarters. All Rights Reserved." on their websites (CAP does). It wouldn't have such a notice if USC 17 § 105 actually applied. This template appears to be a misunderstanding of the status of an entity with a congressional charter.
