Each of these plates contain artwork that is above the threshold of originality in the United States. While Federal Government works are in the public domain in the United States, the same cannot be generally said for works of U.S. States. Neither Tennessee nor Alabama dedicate their works to the public domain, and all of these plates appear to have first been published after March 1, 1989. Per COM:HIRTLE, this would make the plates copyrighted in the United States; as we cannot host copyrighted works absent an explicit free license, we likewise cannot host these images on Commons, and they should be deleted as such.
