The license for these pages is "Except when specifically stated on a legislative page, anyone may view, copy, or distribute information found on a legislative website for personal or nonprofit use. A person or entity may not use any part of the information on a legislative website for commercial purposes or publish the information for commercial gain without proper attribution of source.". Does "without proper attribution of source" apply to both "the information on a legislative website for commercial purposes" and "publish the information for commercial gain", or only the latter? Is this acceptable for Commons?
