The template and LOC website state that it applies to works part of a deed from w:The Economist Group, who owned w:CQ Roll Call from 1993 to 2018, with the collection itself having photographs from 1950s/1960s to early 2000s. The images listed are taken from after the deed, and I have doubts that the current owner would go under the same rights as it did when the Economist Group donated the materials, as they are now owned by w:FiscalNote (note the footer on Roll Call websites: "CQ Roll Call is a part of FiscalNote, the leading technology innovator at the intersection of global business and government. Copyright 2023 CQ Roll Call. All rights reserved”, as well as the “Copyrighted” status on some of the images’ metadata, e.g. File:Sal Rosselli.jpg). Permission section for many of the images state that the photographers are "recognized on the list of public domain CQ authors", but as I see it, they only apply to the work that is hosted in the collection, not for any future photographs taken by them.

This first batch were photos upload by Born Isopod (talk · contribs).

Comment — I have requested clarification from the Library of Congress. I see no meaningful objections to the copyright established by the Library for the works created before July 25, 2018, uploaded by Born Isopod; the copyright of Roll Call and Congressional Quarterly photographs was forfeited as part of the deed. Images uploaded beyond that date include:

Can I ask where you got July 25, 2018? The collection stops at around 2000 and only the images that are in the collection were dedicated to the Library. reppoptalk 15:49, 25 April 2024 (UTC)[reply]

FiscalNote acquired CQ Roll Call on July 25, 2018. The Library of Congress states there are no copyright restrictions on The Economist's photographs from CQ Roll Call. ElijahPepe (talk) 21:11, 4 May 2024 (UTC)[reply]
The LOC also says that "The Economist Group dedicated to the public all rights it held for the photographs in this collection upon its donation to the Library", so I would assume that the "There are no known copyright restrictions on photographs by CQ and Roll Call staff photographers" refers only to the collection. reppoptalk 22:08, 4 May 2024 (UTC)[reply]
Also per the LOC, the CQ portion of the collection in question was published ca. 1960-2005, bulk 1989-2002 and the Roll Call portion was 1950-2000, bulk 1988-2000. By applying this template an uploader is asserting that, per the very first sentence, "This work is from the Congressional Quarterly or Roll Call portion of the CQ Roll Call photograph collection at the Library of Congress." The template itself seems fine, but it appears that it is frequently being misapplied to items that do not fit its own description. If there exists a copyright grant that applies to these photographs that are certainly not in these two collections, it should be evidenced and described in its own template.--Noren (talk) 16:54, 13 May 2024 (UTC)[reply]

  • Support removal. It seems to me that the research guide provided for the Congressional Quarterly & Roll Call Collections in the Library of Congress is quite clear that free use only applies to images that fullfill both conditions: 1) found in the collections deeded by gift to the Library in 2011, 2) taken by staff photographers.
  • Rights & Reproductions (bolding added by me): For researchers hoping to copy and publish images from the Congressional Quarterly and Roll Call Collections, information about how to assess rights to images in the collection and how to obtain both reference and quality copies is provided below.

  • CQ Roll Call Photograph Collection - Rights & Restrictions Information
The rights statement lists the staff photographers whose images have no known restrictions. Rights to images by photographers who were not on the magazine staff may be controlled by the photographer or his/her heirs. Privacy and publicity rights may also pertain to some images of people.
Summation: Any images in the collections not taken by staff photographers are not covered by this license. Any images taken by staff photographers that are not in the collections are also not covered by this license. FiscalNote sells Roll Call staff photographers's work via GettyImages. One of the images I flagged, File:Hunter Biden and Abbe Lowell in 2023.jpg, is available for documentations, noncommercial websites, etc., starting at $150 (Hunter Biden Dec 13, art.-no. 1845877166 on Getty Images).
