The files are various images of the Yi-Xing Hydraulic Power Plant, seemingly obtained from some sort of freedom of information request. According to the uploader's posted permission from authorities, these files are licensed under CC-BY-NC-ND licenses (……以創用CC姓名標示-非商業性質-禁止改作的授權方式提供……). The files therefore violates COM:L for being licensed under an unacceptable license.
