Under Circular No. 01/2017/TT-VPCP of March 31, 2017, Article 7, clause 2: Văn phòng Chính phủ giữ bản quyền đối với Công báo điện tử nước Cộng hòa xã hội chủ nghĩa Việt Nam (The Government Office holds the copyright to the Electronic Offical Bulletin of the Socialist Republic of Vietnam). So Official Bulletins of Vietnam are under copyright protection, not in public domain.

Vietnam government seems to conflict themselves in this particular case (and actually many more). I don't know how taking the exact contents of the law, which is in Public Domain by {{PD-VietnamGov}}, then slapping the Header on could be considered adding enough creative portion to be considered as a derivative work with a new copyright. As an example, see the Law 17/2020/QH14 in an official notarized form and its reprint in the Official Bulletins. They are exact copy, even the font types. They are literally carbon copy. These PDF are not crucial for Wikisource since its content can simply copy/paste but it immensely increases the credibility of the text. When the law is published on official websites (Congress, Government, etc.), the attachment is an extract of the Official Bulletins. Tân (talk) 15:43, 3 February 2023 (UTC)[reply]
  •  Oppose These publications are the exact copy of the contents of the Vietnamese Law with an extra Header. It doesn't add enough creative elements to be considered a derivative work. The Ordinance and Circular Tranminh360 quoted, although it "wrongly" claims copyright on the prints, cannot supersede the Law, which is at a much higher level (similar to the Law cannot contradict the Constitution). Moreover, we have to consider the fact that the understanding of copyright is not well-established and educated enough among Vietnamese public. In the past, they didn't care about copyright infringement, and now it's totally opposite when people think slapping a Copyright icon on an item makes it valid.
