Reference provided by Ralth Galth does not discuss the details of the copyright status of this character. In fact, the copyrighted original work is a two-dimensional artwork, depicted in the signage in File:彦根城 (滋賀県彦根市金亀町) - panoramio - gundam2345 (5).jpg.

It is difficult to argue de minimis for File:彦根城 (滋賀県彦根市金亀町) - panoramio - gundam2345 (5).jpg as the main subject of the photo is in fact the signage itself, and should be Delete.
Delete File:Hikonyan vs Danbo (10360180085).jpg and File:Hikonyan vs Miyako (10360551063).jpg are three-dimensional derivative work of said two-dimensional work. Should be deleted per COM:TOYS.
File:ひこにゃん石像 (滋賀県彦根市本町) - panoramio - gundam2345 (1).jpg, File:ひこにゃん石像 (滋賀県彦根市本町) - panoramio - gundam2345.jpg, and File:ひこにゃん石像 (滋賀県彦根市本町) - panoramio.jpg are also three-dimensional derivative works of the original 2D artwork and should be Delete from Commons. However, these can be hosted at ja.wikipedia under its Freedom of Panorama EDP, which I have done so for one of the photos as ja:File:Hikonyan statue 4bancho.jpg.
Keep File:Hikonyan (10250457753).jpg, File:Hikonyan (10250457753).jpg, File:＜ひこにゃんもうちょっと頑張ってね (12770356874).jpg, File:ひこにゃん - panoramio.jpg, and File:ひこにゃん ^quot,Hikonyan^quot, the Samurai Cat - panoramio.jpg per COM:COSTUME. (The quality of the last one is low, and might not be useful.)
