The author of these pictures is an American photographer named Harrison Forman, who died in 1978. He is neither an army officer nor has he worked for the US government, so PD-USArmy and PD-USGov are out of the question. According to US copyright rules, works published between 1926–63 (with notice) are copyrighted for 95 years after first publication. Since these pictures were taken between 1940/41, this means that the pictures will not be in the public domain until 2035/36.

One more thing to note is that while I'm not sure about the two pictures of Hong Kong, all of the pictures of Hanoi uploaded by Musée Annam (talk · contribs) have "Collection of Mạnh-Hải" as their source. Mạnh Hải is a Flickr user who has been blacklisted due to flickrwashing (see COM:QFI), so I think it is safe to say that this so-called "source" is not reliable at all.
