This case and VPC discussion are different because these images tagged with {{PD-UA-exempt}} as coats of arms. These coats of arms are recognized as state symbols boths governments Ukraine and DPR --Butko (talk) 06:44, 9 September 2018 (UTC)[reply]
So, Butko, do any of these stamps show non-Ukrainian coats of arms and if so what is their actual copyright status? Surely {{PD-UA-exempt}} can not apply to any non-Ukrainian stamps unless the CoA illustrated are Ukrainian and not Donetsk People's Republic specific? I am not familiar with Ukrainian CoAs to tell the difference but if there is any doubt at all, then PCP must apply. Ww2censor (talk) 12:53, 10 September 2018 (UTC)[reply]

At the same time, according to the resolution of the Council of Ministers of the Donetsk People's Republic of 02.06.2014. I don't think your argument bears any weight because it does not really matter what the "government" of Donetsk agrees or passes, unless the designs were actually made and issued by the Ukrainian government, they are copyright to someone else and therefore, as I have previously stated, {{PD-UA-exempt}} cannot apply. Yes, design of coats of arms existed before the creation of the Donetsk People's Republic. For example, Coats of arms of Enakievo created in 1967, adopted in 1990, uploaded to Commons in 1990, published on stamp of DPR in 2015 --Butko (talk) 12:23, 17 September 2018 (UTC)[reply]

Kept: According to the Article 10 of the Law of Ukraine on Copyright and Related rights, all Ukrainian stamps are in the public domain. They are defined as "state signs" in the Law of Ukraine On Postal Service (4 October 2001)
