 Keep I agree that it is likely not a Polish photo, but {{PD-Polish}} covers "photographs by Polish photographers (or published for the first time in Poland or simultaneously in Poland and abroad) published without a clear copyright notice" before 1994. In this case I believe the image was published for the first time in Poland in the quoted 1957 source. It is a standard practice of many image archives to claim copyrights on material they do not have rights to. For example compare this flicker image with File:Warsaw Uprising by Chrzanowski - Stolica - 14654.jpg. Or see File:Bundesarchiv Bild 183-68431-0005, Polen, Konzentrationslager, Deportation.jpg which Bundesarchiv scanned from polish book and released under their license.
