That picture was taken in 1986 in Iraq, in Saddam Hussein's private quarters, and has no authorship or permission information (also none of the reasons for PD-Iraq apply). Ypatch (talk) 05:27, 17 February 2022 (UTC)[reply]

As this image is considered public domain, is uploaded by a third party US media platform that has re-affirmed its public domain status, and is not otherwise bound by copyright restrictions based on its country of origin, I do not see what is up for discussion here. VOA (source of image) says it is in Public Domain: https://gdb.voanews.com/D6E0EC8B-BE40-4411-93F8-147C6CBAD2C2_w1023_s.jpg HeminKurdistan (talk) 18:25, 20 February 2022 (UTC)[reply]
Indeed, since VOA is hosting it as Public Domain, with all this implies about the affirmation of the image's status by its editorial team and corporate lawyers, it can be held to be true. If this is believed to be problematic, it should be taken up with VOA. Aetius (talk) 09:10, 25 February 2022 (UTC)[reply]

Deleted: The photo was published in 1987 without a name of the photographer. Per Commons:Copyright rules by territory/Iraq, an anonymous photo will be in PD 50 years after the publication date. So this photo is now still copyrighted and must be deleted. It can be undeleted 51 years after 1987, in 2038. Perhaps this photo is PD in the USA but it is not clear on what basis VOA states the photo is in PD. If you do not agree with my decision to delete the file, please ask for undeletion on COM:UNDELETE. If you do so, formulate your motivation why this image can be maintained very clearly and base your motivation on the Commons policies. After that, another administrator will take a decision.. --Ellywa (talk) 14:15, 25 July 2022 (UTC)[reply]
