This file was initially tagged by Hangman'sDeath as Copyvio (SD) and the most recent rationale was: F1|CC-BY-NC-ND on flickr. From what I read PD NASA only applies if there is no copyright claim which is not the case for this image King of ♥ ♦ ♣ ♠ 19:40, 27 July 2022 (UTC)
Keep Robert Markowitz is a photographer from Johnson Space Center (part of NASA). If this image isn't PD-NASA, so we need to see everything on Files from NASA Johnson Flickr stream. We only need to take caution with non-NASA files (like by SpaceX or ESA). I had a similar problem with File:The Soyuz MS-20 crew (cropped).jpg. @Huntster: what do you think? I don't know if there is a specific reason they do this or if it's just general incompetence, but it isn't legally enforceable or permissible since it's a U.S. government source, as Erick points out. — Huntster (t @ c) 18:10, 28 July 2022 (UTC)
