A Public Domain Mark (PDM) license is incompatible with Common's licensing policies. The copyright owner retains full control over this image and does not give away any rights. Commons can be sued by the copyright owner. PDM is not really a license and therefore is not permitted on Commons except where it can be shown that the image is PD for known reasons such as a US Government image.   • Commons can also take images with a "no known copyright restrictions" license such as this image but usually the image is by a state or government institute and the image is 20-50+ years old. This situation doesn't apply here since the flickr source is not a state government. But to be safe, I'll ask an Admin for a second opinion since I see that the account mentions NORAD NORTHCOM PA Photography. Best, --Leoboudv (talk) 21:55, 24 January 2017 (UTC)[reply]
  •  Keep: I think I made an error as the flickr account appears linked to NORAD Northern Command or NORAD which should be PD as it is US Military. I will have to pass this image after all. Kept: I note in passing that the woman in the picture is Lori Robinson, the highest ranking US military woman of all time. Arguably she is a far more important person than Bettman, but was unmentioned in the file name, file description, and categories. .     Jim . . . .
