This might be, but probably only for photographs for private use, not public use. If you do have one for public use, there is a special wikipedia team to which you can sent such permits. Commons:Volunteer Response Team/Noticeboard/FAQ might give you some more information. Don't worry if the file gets deleted, it can be undeleted later.
