In respect of this , I am not sure you actually checked the relevant PDF itself. Publication dates in IA metadata are a known issue, and so before nominating for a DR, I checked the original PDF/DJVU. The fact that you claim this is from a much earlier date, suggests to me that you are relying on the erronous publication date generated from the IA metadata, and not the actual date in the publication.
