I'm 100% certain your intentions are in the right place, but the file you uploaded as been tagged as "own work". While you may have taken the "picture of the picture", this isn't a valid model or licence for releasing work to commons as "your own". (Unless you took the original image back in the 1930s or 40s, then an alternative licence or more specific source information is required). Alternatively you might consider uploading to Wikipedia under a non-free licence (only Commons or Public Domain images can be uploaded to Wikimedia Commons - and unless the source can be clarified, this image possibly doesn't qualify).
