Thanks for your interest. First of all, you need a lot of boredom because it takes some time to create these fractals. So, you go in Adobe Illustrator (I guess you can use Microsoft Paint or similar as well) and paste a map of Victoria in. Then You trace the Borders very rough with straight lines (as you can see). Then find out what the biggest possible circle is that fits in these borders. You repeat that a long time and three hours later, you are finished. A Little sidenote: Don't use a pixel based, but a vector based program. i hope i was able to help you.
