Since you asked for it, please see Commons:Verifiability. Note that it's not a policy, or even a guideline – just an explanation of reality. What Commons cares about is that the image is faithfully described, not that the image itself be true. A completely made-up fake image is welcome, so long as the description says "Here is a completely made-up fake image of something" instead of "Here is a real and true photo". If you really want something that has the official "policy" tag at the top, then they're all listed at Commons:Policies and guidelines. It's not a long list.
