Electoral map help

Hi there! I spotted that you recently uploaded File:ElectoralCollege1924(1).svg, a fictionalised map for the 1924 presidential election. I was wondering which software you used to edit the original Electoral College map, to change the colour of certain states and edit the candidate names.
