See Commons:Licensing for the copyright policy on Wikimedia Commons, and Commons:Image casebook for some specific examples. Some other Wikimedia projects have different licensing policies. For example, the English Wikipedia allows fair use of sounds and photographs. This is not the case on Wikimedia Commons; "fair use" materials are not acceptable here.
Please make sure that you only upload educational content you have created yourself, those which are out of copyright, or those for which you have the required permission for the work to be used in all the ways described above. Please note that derivative works of copyrighted material are also considered copyrighted. Again, please read through Commons:Licensing, which is quite crucial, to understanding how Wikimedia Commons works. - Please research on the architectural histories of public buildings of the Philippines. The country does not provide Freedom of Panorama allowing commercial licensing and wholesale distributions of images of copyrighted buildings and monuments even without permissions from architects and/or sculptors. Pending the introduction of FoP here, kindly only import pre-1972 buildings of the Philippines, not post-1972 ones; for the progress update, see meta:Pilipinas Panorama Community/Freedom of Panorama/Progress. The English Wikipedia (enwiki) only follows U.S. copyright law, and does not need to follow the restrictive Philippine copyright law, so images that violate architects' copyrights courtesy of the Philippine law can be freely hosted locally on enwiki, as the U.S. copyright law provides Freedom of Panorama for architectural works. - @J.avanzado my inputs/responses:
- FoP violation is not by including the image in the infobox, but rather by not conforming to the FoP policy of Commons, which is primarily based on the law of a work's physical country of location or the country where the work is most associated with (in this case, the Philippines).
- Since file history shows you imported it from enwiki, you should instead request for undeletion of the original (local) copy at w:en:WP:Requests for undeletion, instead of transferring this copy to enwiki. The deleted local image is perpetually existing in the servers of Wikipedia, so that it can be restored or undeleted if the Commons copy is under deletion request.
- Just some added info: Deleted images, both in enwiki and in Commons, are technically existing in Wikimedia servers; they are just "hidden" from non-admin users like us. Commons images of copyrighted Philippine public art and architecture can be undeleted if R.A. 8293 is reformed to include FoP provision.

- Hi @DrKay: ! For the sake of argument I have already removed the PD-UKGov copyright tag from the licensing section of the page which was cited as reason for possible deletion. In my humble opinion the signature constitutes UK public domain as the signatory, Prince Edwward, is a working member of the British Royal Family which in itself is a public government institution. - Hi! I believe this signature should remain on Wikimedia Commons since there is a provision on Commons:When_to_use_the_PD-signature_tag#United_Kingdom that states that "if the signature is extremely simple (eg a scribbled line or two), it will not be copyright even in the UK"; since the signature itself consists of very simple scribble of lines and in my opinion isn't very complicated, it doesn't meet the threshold of originality, hence it is copyright-free and should be in the public domain. Moreover, it also falls under PD-UKGov licensing since the source is a public document issued by St. James's Palace. If you would delete this signature from Wikimedia Commons, it will create a cascading "chilling effect" as so many other signature files on Commons use the license tag PD-signature|United Kingdom, for example: Queen Elizabeth II's signature used on her Wikipedia article.
